His Excellency Engineer Saeed bin Hamoud Al Maawali, Minister of Transport, Communications and Information Technology, has announced that the Ministry will be allocating jobs exclusively to Omanis in various sectors starting from January 2025 until the end of 2027. This initiative is part of the Ministry’s efforts to enhance job opportunities in the transportation and logistics sector, as well as the communications and information technology sector. The Ministry aims to govern and regulate the labor market, creating job opportunities for Omanis in line with the goals of Oman Vision 2040. Annual Omanisation targets have been set until 2040, with continuous reviews to ensure the targeted percentages are achieved.
With Omanisation goals of 20 per cent in the transport and logistics sector and 31 per cent in the communications and information technology sector in 2024, the Ministry is focused on Omanising professional jobs for citizens in these sectors. Policies are being implemented to restrict certain professions to these sectors, strengthening the local skilled workforce and ensuring the employment of Omanis. The Ministry is setting minimum employment levels for Omanis based on the growth of professions related to these sectors. This includes governance of work permits, oversight, inspections, professional level tests, profession titles, wage support, training, and qualification.
The initiative to Omanise specific jobs aims to replace expatriates in the transport, logistics, communications, and information technology sectors with qualified Omani cadres. In the transportation and logistics sector, targeted Omanisation percentages range between 20 per cent and 50 per cent in the first phase beginning in 2025, with the goal of reaching 100 per cent Omanisation. Jobs in maritime, air, and land transport, including administrative, specialized, and support roles, have been identified for Omanisation based on workforce data. In the communications and information technology sector, Omanisation percentages are targeted to reach between 50 per cent and 100 per cent by 2026.
The Ministry is working to integrate the work system in the fields of transport, logistics, communications, and information technology through various organizational initiatives in collaboration with sector partners. An emphasis is placed on implementing the self-employment initiative in these sectors to create job opportunities for Omanis. Some licensed activities within the Ministry have been linked to the self-employment registry to support this initiative. Additionally, the Ministry will be applying local added value to companies assigned projects worth more than OMR 3 million starting in 2025, ensuring compliance with this requirement.

Through various policies and initiatives, the Ministry aims to Omanise specific roles to strengthen the local workforce and achieve the goals set out in Oman Vision 2040.
