Saudi Arabia strongly condemned Israel’s recent approval of new settlement construction in the occupied West Bank, a move the Kingdom asserts violates international law. The Ministry of Foreign Affairs issued a statement Tuesday criticizing the decision to build 19 new settlements, reiterating its support for a two-state solution and the Palestinian people. This latest development further complicates already fragile peace efforts in the region.

The condemnation, released by the Saudi Ministry of Foreign Affairs, specifically targets the Israeli government’s authorization of settlement expansion in the occupied Palestinian territories. This action has drawn international scrutiny and renewed concerns about the viability of a future Palestinian state. The move occurred amidst ongoing tensions and stalled negotiations between Israeli and Palestinian authorities.

Saudi Arabia Condemns West Bank Settlements as Illegal

According to the Saudi Ministry, the new construction directly contravenes multiple United Nations Security Council resolutions. Resolution 2334, passed in 2016, is specifically cited as affirming the illegality of Israeli settlements in the occupied Palestinian territory, including East Jerusalem. The ministry also referenced earlier resolutions – 446, 452, and 465 – which explicitly call for a cessation of all settlement activities.

Historical Context of Israeli Settlements

Israeli settlements in the West Bank have been a contentious issue since Israel occupied the territory in the 1967 Six-Day War. Initially, settlements were relatively small and scattered. However, over the decades, they have grown significantly in size and number, becoming home to hundreds of thousands of Israeli citizens. The international community largely views these settlements as obstacles to peace.

The expansion of settlements is often justified by Israeli officials citing historical and religious ties to the land. However, Palestinians and much of the international community argue that the settlements are a violation of international law and an attempt to predetermine the outcome of any future negotiations. The settlements fragment Palestinian territory and make the creation of a contiguous Palestinian state increasingly difficult.

The Saudi statement emphasizes the Kingdom’s unwavering support for the establishment of an independent Palestinian state based on the 1967 borders, with East Jerusalem as its capital. This position aligns with the Arab Peace Initiative, a comprehensive peace plan first proposed by Saudi Arabia in 2002. The initiative offers full normalization of relations with Israel in exchange for a full withdrawal from occupied territories and a just resolution to the Palestinian refugee issue.

Additionally, the ministry called upon the international community to fulfill its responsibility to halt these violations of international law. This appeal reflects a growing frustration among Arab states regarding the perceived lack of effective action by the international community to address the Israeli-Palestinian conflict. The Kingdom believes a stronger international stance is crucial to de-escalate tensions and create a conducive environment for negotiations.

Meanwhile, the United States has also expressed concern over the settlement expansion, though its response has been more measured than that of Saudi Arabia. The Biden administration has repeatedly stated its opposition to settlement activity, viewing it as an impediment to peace. However, the U.S. has stopped short of imposing significant consequences on Israel for its actions. This difference in approach highlights the complex geopolitical dynamics at play.

In contrast to the Saudi condemnation, some within the Israeli government defend the settlement expansion as a necessary response to security concerns and demographic realities. They argue that settlements are an integral part of Israel’s national identity and that Israelis have a right to live in all parts of the land. These arguments are largely rejected by the international community and the Palestinian Authority.

The implications of this latest settlement expansion are far-reaching. It could further erode trust between Israelis and Palestinians, making a two-state solution even more elusive. The move also risks escalating tensions in the region, potentially leading to further violence. The ongoing construction also impacts Palestinian territories and access to resources.

The situation remains highly volatile. The Palestinian Authority has condemned the Israeli decision and is likely to pursue further diplomatic efforts to challenge it. The United Nations is expected to address the issue in upcoming sessions. Looking ahead, the international community will be watching closely to see how Israel responds to the growing international pressure and whether it will reconsider its settlement policies. A key deadline to watch is the upcoming UN General Assembly session in September, where the issue is likely to be debated. The future of Israeli-Palestinian relations remains uncertain.
