RAM launches Executive Programme in Local Administration in support of decentralisation

Oman is actively strengthening its administrative and economic framework at the local level, and a key initiative driving this progress is the newly launched Executive Programme on Local Administration by The Royal Academy of Management (RAM). This program is a direct response to the national directives outlined in Oman Vision 2040, aiming to empower local leaders and build robust competencies across all governorates. The focus is on equipping professionals with the skills needed to navigate the evolving landscape of local governance and contribute to sustainable development.

The Executive Programme on Local Administration is designed to address a critical need for enhanced leadership and administrative capabilities within Oman’s local administrations. Recognizing that effective decentralization requires skilled personnel, RAM has developed a comprehensive curriculum that blends theoretical knowledge with practical application. The program’s launch signifies a significant investment in the future of local governance and its ability to deliver impactful results for citizens.

A Focus on Oman Vision 2040

A core principle guiding the program is alignment with Oman Vision 2040. This national strategy emphasizes diversification, sustainable growth, and improved quality of life for all Omanis. The Executive Programme specifically prepares participants to develop strategic plans that actively support these national priorities, ensuring that local initiatives contribute to the broader vision for the country’s future. This includes understanding and leveraging the unique economic advantages of each governorate.

The programme is highly selective, accommodating only 25 participants to ensure a focused and impactful learning experience. The curriculum is structured around several bespoke modules, each designed to build specific skills and knowledge. These modules cover a wide range of essential topics for modern local administration.

  • Development Planning and Project Management: Equipping participants with the tools to effectively plan, implement, and monitor development projects.
  • Leadership Skills and Effective Management: Cultivating strong leadership qualities and modern management practices.
  • Sustainable Development and Local Investment: Exploring strategies for sustainable economic growth and attracting local investment.

  • The Fundamentals Of Local Administration: Providing a solid foundation in the principles and practices of local governance.

Dialogue on Governorate Development

A particularly noteworthy component of the program is a dialogue session titled ‘Governorate Development: Opportunities and Challenges’. This session will delve into the strategic direction of administrative and economic decentralization, identifying key enablers for development and exploring the unique economic sectors and opportunities within each governorate. This focused discussion will provide participants with valuable insights into the specific context of their regions.

Empowering Leaders and Fostering Collaboration

Dr. Fathiya Abdullah Al Rashdi, Vice President for Programme Affairs at RAM, emphasized the program’s practical focus. She stated that the Executive Programme is designed to develop tangible capabilities, enabling leaders to efficiently plan, implement, and monitor initiatives. The applied methodology, incorporating real-world case studies from the Omani context, is crucial for enhancing institutional coordination and fostering innovative solutions.

Sheikha Al Maskari, Programme Supervisor, further highlighted the integrated learning experience. Participants will not only learn to apply modern administrative tools but will also benefit from a platform for exchanging expertise and developing practical solutions to improve operational efficiency within their local administrations. This collaborative environment is essential for driving continuous improvement and sharing best practices.
