Qatar welcomes efforts of legitimate Yemeni government to support dialogue, address southern issue

Qatar has voiced its support for ongoing efforts to resolve the conflict in Yemen, specifically welcoming the Yemeni government’s initiative to address the Southern Issue through dialogue. The move, which includes a proposed conference in Riyadh hosted by Saudi Arabia, aims to foster a comprehensive political solution and prevent further instability. This development comes as international pressure mounts for a lasting peace in the war-torn nation, and Qatar’s statement underscores its commitment to a stable Yemen peace process.

The Qatari Ministry of Foreign Affairs released a statement on July 20, 2024, praising President of the Yemeni Presidential Leadership Council’s call for a conference to unite Yemeni factions. The ministry also expressed gratitude to Saudi Arabia for its continued role in mediating and hosting discussions crucial to Yemen’s future. This support aligns with broader regional efforts to de-escalate tensions and facilitate a political settlement.

Qatar Backs Dialogue for a Sustainable Yemen Peace Process

The core of Qatar’s position centers on the importance of inclusive dialogue. According to the ministry, constructive participation from all southern components is vital for the Riyadh conference to succeed. This emphasis reflects a concern that excluding key stakeholders could undermine the potential for a durable agreement and exacerbate existing divisions.

The Southern Issue and National Dialogue

The “Southern Issue” refers to long-standing grievances and aspirations for autonomy or independence among residents of southern Yemen. These sentiments stem from historical factors, including a brief period of independence for South Yemen before unification in 1990. Addressing these concerns is considered essential for any lasting resolution to the Yemeni conflict.

Qatar specifically highlighted the need to build upon the outcomes of the National Dialogue Conference, a process initiated in 2013, as a foundational framework for a political solution. The ministry believes this conference provides a consensual mechanism to address the diverse needs of the Yemeni people and safeguard the nation’s unity and territorial integrity.

However, the ministry cautioned against unilateral actions. It warned that declarations or measures taken without broad consultation and consensus could lead to increased chaos and jeopardize the prospects for a sustainable political settlement. This statement suggests a concern about potential attempts to bypass inclusive dialogue in favor of unilateral power grabs.

Meanwhile, the international community continues to grapple with the humanitarian crisis in Yemen, which has been exacerbated by years of conflict. The United Nations estimates that millions of Yemenis are in need of assistance, and the ongoing violence has severely disrupted essential services. A successful political settlement is widely seen as crucial to alleviating the suffering of the Yemeni people.

Additionally, Qatar reaffirmed its unwavering support for all regional and international initiatives aimed at advancing the political process in Yemen. This commitment extends to efforts focused on achieving a peaceful resolution through dialogue, contributing to the security and stability of both Yemen and the broader region. Qatar has previously played a mediating role in regional conflicts and has provided humanitarian aid to Yemen.

The ongoing conflict in Yemen is rooted in a complex interplay of political, economic, and sectarian factors. The initial conflict began in 2014 when Houthi rebels seized control of the capital, Sanaa, leading to a Saudi-led military intervention in 2015. Numerous attempts at mediation have stalled, and the conflict has resulted in a devastating humanitarian crisis. The current push for dialogue represents a renewed effort to break the deadlock and find a path towards peace, with Yemen stability as a key goal.

Looking ahead, the success of the Riyadh conference will depend on the willingness of all parties to engage in good-faith negotiations and compromise. The timeline for the conference remains unclear, and significant obstacles to a resolution persist. Observers will be closely watching for signs of genuine commitment to dialogue and a willingness to address the legitimate concerns of all Yemeni stakeholders. The outcome of these discussions will likely shape the future of Yemen for years to come, and the international community remains invested in a peaceful and stable resolution to the conflict.
