Qatar actively participated in the 46th session of the Ministerial Conference of the Organisation internationale de la Francophonie, held in Kigali, Rwanda, on November 19 and 20, 2025. The conference focused on advancing gender equality and multilateral cooperation within the Francophonie, with a particular emphasis on the role of women in development. Qatar’s delegation, led by Ambassador Sheikh Ali bin Jassim Al-Thani, reaffirmed the nation’s commitment to the organization’s values and peaceful dispute resolution.
The annual meeting brought together representatives from member states to discuss key issues facing the French-speaking world. Held under the theme “30 years after Beijing: the contribution of women in the French-speaking world,” the conference underscored the importance of empowering women and ensuring their full participation in political, economic, and social life. Discussions also covered administrative and financial matters related to the organization’s operations.
Qatar’s Role in the Francophonie and Regional Peace Efforts
Qatar’s involvement in the Francophonie extends beyond financial contributions and diplomatic representation. The country has increasingly taken on a mediating role in regional conflicts, most recently demonstrated by its efforts in the Democratic Republic of the Congo (DRC). Secretary-General of the International Organisation of La Francophonie, Louise Mushikiwabo, publicly acknowledged Qatar’s “significant role” in resolving the conflict in eastern DRC.
Specifically, Mushikiwabo praised Qatar’s active contribution to the signing of the Doha Framework Agreement for Peace on November 15, 2025, between the DRC government and the March 23 Movement. This agreement, facilitated under the supervision of Qatar, the United States, and the African Union, aims to establish lasting peace and stability in the region. Several other delegations from Francophone nations also reportedly commended Qatar’s mediation efforts, according to reports from the conference.
Mediation and International Cooperation
Qatar has a history of engaging in international mediation, seeking to de-escalate tensions and foster peaceful resolutions to disputes. The country’s approach often involves direct dialogue with conflicting parties and the provision of logistical and financial support for peace negotiations. This commitment was reiterated by Sheikh Al-Thani, who affirmed Qatar’s continued dedication to playing an active role in mediation globally.
However, the success of the Doha Framework Agreement remains contingent on its full implementation. Challenges persist in the DRC, including ongoing security concerns and the complex political landscape. The agreement’s long-term impact will depend on the sustained commitment of all parties involved, including Qatar, the US, and the African Union.
Additionally, the conference addressed broader issues of multilateral cooperation within the Francophonie. Member states explored opportunities to strengthen collaboration on issues such as climate change, sustainable development, and digital transformation. These discussions reflect a growing recognition of the need for collective action to address global challenges.
Qatar’s participation in the Francophonie aligns with its broader foreign policy objectives, which prioritize diplomacy, mediation, and international cooperation. The country views the organization as a valuable platform for promoting its interests and contributing to global peace and security. The organization’s focus on linguistic and cultural diversity also resonates with Qatar’s own commitment to intercultural dialogue.
Looking ahead, the implementation of the Doha Framework Agreement will be a key focus for Qatar in the coming months. Monitoring the situation in the DRC and providing continued support for the peace process will be crucial. The next Ministerial Conference of the Francophonie is expected to take place in 2026, where progress on these and other initiatives will be reviewed. The long-term stability of the region and the continued relevance of the Francophonie will depend on sustained engagement and collaborative efforts.
