Qatar participates in 41st Arab Ministers of Justice Council in Cairo

Qatar participated in the 41st session of the Arab Ministers of Justice Council, held on Wednesday at the Arab League headquarters in Cairo. The Qatari delegation was led by HE Minister of Justice and Minister of State for Cabinet Affairs, Ibrahim bin Ali bin Issa Al Hassan Al Mohannadi, who reaffirmed Qatar’s commitment to strengthening Arab legal and judicial cooperation.

The meeting focused on various Arab legal and legislative initiatives, including conventions on combating terrorism, money laundering, cybercrime, and corruption. Discussions also covered draft Arab model laws on issues such as hate speech and the protection of displaced persons.

Strengthening Arab Legal Cooperation

Al Mohannadi highlighted Qatar’s initiatives aimed at building sustainable justice for future generations, focusing on investment legislation, emerging technologies, governance, and dispute resolution mechanisms. He emphasized the role of the judicial sector in supporting investment and praised the Doha Political Declaration adopted at the Second World Summit for Social Development 2025 in Doha as a roadmap for promoting social justice, peace, security, and human rights.

According to the ministry, the Doha Political Declaration is expected to significantly promote social justice, peace, and security in the region. The declaration outlines key strategies for enhancing legal frameworks and cooperation among Arab states, addressing pressing issues such as terrorism, money laundering, and cybercrime.

Key Initiatives and Discussions

The council reviewed several draft Arab model laws, including legislation on refugee status in Arab states and the protection of children from recruitment in armed conflicts. Additionally, ministers discussed measures to enhance Arab cooperation, such as coordination between the Arab Ministries of Justice and Interior and the creation of an Arab excellence award in applied legal sciences.

Furthermore, Al Mohannadi expressed Qatar’s gratitude to the Arab League and national committees on international humanitarian law for their collaboration in developing Qatar’s proposal to establish a permanent Arab committee on international humanitarian law. This initiative aims to give the Arab world a unified legal voice in defending justice and human dignity in conflict zones.

Enhancing Judicial Cooperation and Legal Frameworks

HE Al Mohannadi’s participation in the Arab Ministers of Justice Council underscores Qatar’s commitment to enhancing judicial cooperation and legal frameworks across the Arab region. The discussions during the session highlighted the importance of collaborative efforts in addressing common legal challenges and promoting a cohesive Arab legal stance on critical issues.

The meeting also reviewed recommendations from the 74th meeting of the Arab Ministers of Justice Executive Office, further emphasizing the ongoing efforts to strengthen Arab legal cooperation. As the Arab world continues to navigate complex legal and security challenges, the outcomes of this session are expected to play a significant role in shaping the region’s legal landscape.

Meanwhile, the establishment of a permanent Arab committee on international humanitarian law is anticipated to bolster the Arab world’s response to humanitarian crises. The report indicates that this committee will provide a unified legal framework for addressing humanitarian issues in conflict zones.

As the Arab Ministers of Justice Council continues its work, the next steps are expected to include the implementation of the agreed-upon initiatives and the establishment of new frameworks for legal cooperation. The outcomes of this session will likely have significant implications for the region’s legal and judicial landscape, with further developments expected in the coming months.
