Qatar is expanding access to specialized healthcare for its growing senior population with the opening of a new Integrated Care for Older People (ICOPE) clinic at Al Mashaf Health Center. This latest addition to the network of ICOPE clinics underscores the nation’s commitment to healthy ageing and providing comprehensive support for older adults. The initiative aims to improve quality of life and promote independent living for seniors across the country.
The Al Mashaf clinic, which began operations this month, is a partnership between the Primary Health Care Corporation and the World Health Organization Collaborating Centre for Healthy Ageing and Dementia at Rumailah Hospital. Qatar was the first country in the Middle East to adopt the WHO ICOPE framework, a model focused on early detection and preventative care for age-related health concerns.
Expanding Access to Integrated Care for Older People
The ICOPE program’s expansion reflects Qatar’s National Health Strategy 2024–2030 and aligns with the global WHO Decade of Healthy Ageing (2021–2030). According to the Ministry of Public Health, the program prioritizes person-centered care, recognizing the unique needs of each individual as they age. This approach moves beyond simply treating illness to proactively maintaining wellbeing and functional ability.
Since its initial launch at Al Wajbah Health Center in April 2023, the ICOPE program has steadily grown, with clinics now located at Rawdat Al Khail, Leabaib, Qatar University, and Al Mashaf. This strategic placement aims to bring proactive, multidisciplinary care closer to where older people live, reducing barriers to access and ensuring consistent follow-up.
Comprehensive Assessments for Proactive Health Management
ICOPE clinics offer free, evidence-based assessments designed to identify early signs of health decline. These assessments cover a range of critical areas, including memory and cognitive function, balance and mobility, nutritional status, vision and hearing, and mental wellbeing. The screenings are intended to facilitate early intervention and prevent more serious health issues from developing.
The program has broadened its scope to include assessments of urinary health, social support needs, and caregiver wellbeing, beginning in 2025. This holistic approach acknowledges the interconnectedness of physical, emotional, and social factors in maintaining overall health and quality of life. The multidisciplinary teams then develop tailored care plans based on individual assessment results.
Between January 2024 and October 2025, ICOPE clinics across Qatar have completed over 2,074 detailed assessments. The results have revealed significant needs related to cognitive and mobility risks, highlighting the importance of early detection and preventative strategies. This data informs ongoing program development and resource allocation.
Additionally, Qatar’s investment in geriatric care is addressing a growing demographic shift. The country’s population is ageing, increasing the demand for specialized healthcare services tailored to the needs of older adults. This proactive approach aims to ensure a sustainable and high-quality healthcare system for all residents.
Meanwhile, the program’s success is also contributing to advancements in preventative healthcare models within the region. Qatar’s experience with the ICOPE framework could serve as a valuable example for other countries seeking to improve the health and wellbeing of their ageing populations.
Looking ahead, the Ministry of Public Health plans to continue expanding the ICOPE network to additional primary health centers across Qatar. Further evaluation of the program’s impact on patient outcomes and healthcare utilization is expected in the coming years. The long-term sustainability of the program and its ability to adapt to evolving healthcare needs will be key factors to watch as Qatar continues to prioritize senior health.
