Qatar condemns targeting of UN Headquarters in Kadugli, Sudan

Doha, Qatar – The State of Qatar has strongly condemned a recent attack on a United Nations peacekeeping mission in Sudan, resulting in the deaths of six Bangladeshi peacekeepers and injuries to others. The incident, which occurred at the UN mission headquarters in Kadugli, South Kordofan, underscores the escalating violence impacting Sudan conflict and humanitarian efforts in the region. Qatar’s Ministry of Foreign Affairs issued a statement denouncing the act as a violation of international law.

The attack took place on July 20, 2024, targeting the base of operations for the UN mission in Kadugli. While details surrounding the perpetrators and specific circumstances remain unclear, the incident has prompted widespread condemnation from international bodies and nations, including Qatar. The casualties included personnel from Bangladesh, a significant contributor to UN peacekeeping forces.

Qatar Condemns Violence in Sudan Conflict

The Qatari Ministry of Foreign Affairs reiterated the country’s firm position against all forms of violence, terrorism, and criminal acts, regardless of the motivations behind them. This condemnation aligns with Qatar’s broader foreign policy stance of supporting peaceful resolutions to regional disputes and upholding international security. The ministry emphasized the importance of protecting UN personnel who are working to stabilize the country.

The ongoing Sudan crisis began in April 2023, triggered by a power struggle between the Sudanese Armed Forces (SAF) and the paramilitary Rapid Support Forces (RSF). The conflict has since devolved into a widespread humanitarian catastrophe, displacing millions and creating severe shortages of food, water, and medical supplies. Kadugli, located in South Kordofan, has been a particularly volatile area throughout the fighting.

Impact on Peacekeeping Operations

This attack raises serious concerns about the safety and security of UN peacekeepers operating in Sudan. The UN-African Union Hybrid Operation in Darfur (UNAMID) officially ended its mandate in December 2020, but a significant UN presence remains through the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS). However, UNITAMS’s mandate is currently under review.

The incident is likely to prompt a reassessment of security protocols for UN personnel in Sudan. Additionally, it could lead to calls for increased international pressure on the warring parties to adhere to ceasefire agreements and protect civilians and humanitarian workers. The attack highlights the challenges faced by peacekeepers in a complex and rapidly deteriorating security environment.

Qatar has historically played a mediating role in Sudan, and this latest development may spur renewed diplomatic efforts. According to reports, Qatar has been involved in previous attempts to broker ceasefires between the SAF and the RSF. The country has also provided humanitarian aid to Sudan to alleviate the suffering of those affected by the conflict.

The international community has expressed growing frustration with the lack of progress towards a peaceful resolution in Sudan. Multiple rounds of talks, facilitated by various actors including the United States and Saudi Arabia, have stalled without yielding significant breakthroughs. The continued fighting threatens to further destabilize the region and exacerbate the existing humanitarian crisis. The political instability in Sudan is a major concern for neighboring countries.

The Ministry of Foreign Affairs extended its sincere condolences to the families of the deceased Bangladeshi peacekeepers, as well as to the government and people of Bangladesh. It also wished a speedy recovery to those injured in the attack. Qatar’s expression of sympathy underscores the close relationship between Qatar and Bangladesh, and its commitment to supporting international peacekeeping efforts.

Looking ahead, the future of UNITAMS remains uncertain as its mandate expires in December 2024. The UN Security Council will need to decide whether to renew, modify, or terminate the mission’s mandate, taking into account the evolving security situation and the needs of the Sudanese people. Further escalation of violence, or a failure to protect humanitarian workers, could lead to a complete withdrawal of UN personnel, potentially leaving Sudan even more vulnerable to instability and a worsening humanitarian situation.

The international community will be closely watching for any further developments in the investigation into the attack, as well as for renewed efforts to bring an end to the conflict in Sudan. The situation remains fluid and unpredictable, and the prospects for a peaceful resolution are currently unclear.
