Three Ministry of Social Development officials are facing accusations from the Public Prosecution after it was discovered that they caused damage to public funds belonging to the Social Insurance Organisation (SIO) exceeding BD266,000. The allegations stem from the falsification of statements related to the “Khatwa” programme, where the officials claimed that beneficiaries met necessary conditions. Over 70 false statements were allegedly issued, allowing beneficiaries to unlawfully purchase years of service and receive optional insurance benefits while working from home.
The fraudulent activities came to light through an investigation by the National Audit Office, prompting the Anti-Corruption Crimes Department to identify the employees involved in the scheme. The Public Prosecution conducted further inquiries, questioning witnesses and examining the false statements, leading to the arrest and interrogation of the suspects. The first defendant confessed to approving the false statements without verification, while the third defendant admitted to forging an official document claiming participation in the “Khatwa” programme while working as a Ministry trainer. The second defendant allegedly suggested and prepared the fraudulent document.
Charges have been brought against the defendants, with the first defendant facing accusations of collaborating with an accomplice to forge official documents and aiding the second defendant in committing forgery. She is also charged with intentionally harming the interests of the SIO, resulting in beneficiaries receiving over BD277,000 in salaries, pensions, and allowances. The second defendant, a public official, is charged with forging official documents and approving fraudulent statements, causing over BD7,700 in damages to the SIO. The third defendant is accused of neglecting her duty to validate “Khatwa” programme registration statements, leading to beneficiaries unlawfully receiving over BD266,000 in benefits.
The case against the three defendants is currently being reviewed by the High Criminal Court, with a court hearing scheduled to resume today. More details are expected to emerge as the proceedings continue. The Public Prosecution is seeking justice for the damages caused to the SIO’s funds, highlighting the importance of accountability and transparency in public institutions.
