The Sultanate of Oman is demonstrating its unwavering commitment to global anti-corruption efforts through its participation in the 11th Session of the Conference of the States Parties to the United Nations Convention against Corruption (UNCAC). Hosted by the Administrative Control and Transparency Authority in Qatar, and taking place in Doha from December 15th to 19th, 2025, the conference serves as a crucial platform for international collaboration in the fight against corruption and the promotion of good governance.
Oman’s Active Role in the Doha Anti-Corruption Conference
Led by Sheikh Ghuson bin Hilal Al Alawi, Chairman of the State Financial and Administrative Audit Authority, the Omani delegation includes a number of officials and specialists dedicated to strengthening financial oversight and promoting ethical conduct. The conference boasts broad international participation, bringing together heads of anti-corruption agencies, representatives from international organizations, academic institutions, and researchers from all 192 signatory states to the UNCAC.
A Global Gathering for Integrity
This year’s session is particularly significant as it provides a vital opportunity to review progress made in implementing the UNCAC and to identify emerging challenges in the global fight against corruption. Discussions will center around key areas such as criminalization of corruption offenses, international cooperation in investigations and asset recovery, and preventative measures to safeguard public funds.
Reinforcing Oman’s Dedication to Transparency
Sheikh Ghuson bin Hilal Al Alawi delivered a powerful statement on behalf of the Sultanate of Oman, emphasizing the nation’s firm resolve to actively collaborate with the international community in fostering integrity and combating corruption. This commitment is rooted in Oman’s belief in the value of shared experiences and knowledge exchange amongst nations striving for transparent governance and sustainable development.
The Chairman highlighted how Oman’s participation directly reflects the ambitious goals outlined in “Oman Vision 2040.” This forward-looking national strategy prioritizes strengthening oversight mechanisms, establishing clear accountability principles, and maximizing the efficiency of public financial management. These initiatives are designed to bolster the national economy, improve government performance, and ultimately raise the standards of integrity across all sectors.
National Integrity Promotion Plan: A Cornerstone of Oman’s Strategy
Since acceding to the United Nations Convention against Corruption in 2013, Oman has consistently worked towards fulfilling its obligations. A key milestone in this journey is the launch of the National Integrity Promotion Plan 2022-2030. This comprehensive plan, developed using international best practices, aims to unify the efforts of government entities, the private sector, and civil society organizations.
Key Pillars of the Plan
The plan focuses on four core areas: legislative development to create a robust legal framework, institutional integration to enhance coordination among relevant bodies, societal awareness campaigns to promote ethical values, and international cooperation to leverage global expertise and support. Each party’s roles and responsibilities are clearly defined to ensure effective implementation and accountability.
Oman’s commitment extends beyond national borders, as demonstrated by its pledge to support international endeavors aimed at promoting integrity and mitigating the detrimental effects of corruption worldwide. The country recognizes that corruption is a transnational issue requiring a coordinated global response.
Conference Agenda and Omani Contribution
The conference agenda includes a thorough review of reports detailing the implementation of the UNCAC, with specific attention given to Chapters III and IV during the first review cycle, and Chapters II and V during the second. Discussions will also cover the outcomes of the recent Special Session of the General Assembly focused on preventing and combating corruption. Furthermore, the conference will examine proposals for strengthening international cooperation in this critical field.
Adding to the discourse, the Omani delegation will present a working paper titled “The National Integrity Promotion Plan in the Sultanate of Oman and its Impact on Achieving Integrity and Combating Corruption” during a joint side event on December 18th. This presentation will showcase Oman’s innovative approach to fostering a culture of transparency and accountability, offering valuable insights for other nations engaged in similar efforts. This showcases Oman’s dedication to sharing its knowledge and contributing to the global anti-corruption framework.
The Sultanate of Oman’s active participation in the Doha conference underscores its dedication to upholding the highest standards of governance and contributing to a more just and equitable world. The nation’s commitment to the UNCAC and its proactive implementation of the National Integrity Promotion Plan position it as a key player in the ongoing global fight against corruption.
