The enduring partnership between Oman and Kuwait continues to flourish, marked by substantial economic growth and deeply rooted historical ties. Recent announcements by Dr. Saleh Amer Al-Kharusi, the Omani Ambassador to Kuwait, underscore a strategic alliance that is rapidly expanding across diverse sectors. This article delves into the latest developments solidifying Oman-Kuwait relations, showcasing investment projects, trade figures, and collaborative efforts driving mutual prosperity.

A Steadfast Strategic Partnership: Oman and Kuwait

Dr. Al-Kharusi highlighted the robust nature of the relationship during a press conference celebrating Oman’s National Day. He emphasized the reciprocal commitment from both nations’ leaderships to bolster cooperation, a sentiment echoing decades of mutual respect and shared interests. This isn’t merely a diplomatic claim; concrete figures demonstrate a genuine upswing in collaborative ventures.

The ambassador specifically pointed to several key projects as central to this strengthening bond. These include the jointly operated refinery, and the forthcoming major petrochemical complex poised to significantly enhance both countries’ industrial capabilities.

Investment and Economic Growth

Investment lies at the heart of the burgeoning Oman-Kuwait relations. The scale of current and planned investments is truly substantial. Currently, approximately $9 billion has been invested in the ambitious Duqm Economic Zone from both Omani and Kuwaiti entities, positioning it as a major regional economic hub. This commitment is further amplified by an anticipated $7-8 billion allocated for the new petrochemical complex, expected to launch operations in the near future.

Kuwaiti Investment Leadership

Kuwait’s position as a leading investor in Oman is particularly noteworthy. Private-sector Kuwaiti investments in Oman are currently estimated at $4 billion, spanning vital sectors like real estate, food industries, livestock, and mineral extraction. More impressively, Kuwait ranks as the top GCC investor, and third globally in overall foreign direct investment within Oman, with over 33 Kuwaiti companies actively involved in joint ventures.

Furthermore, bilateral trade has surged, reaching $5 billion in 2024. This represents a remarkable 120% increase over the previous year, signaling a dynamic and rapidly expanding economic connection. First-half 2025 figures already reveal Kuwaiti investments exceeding $2.3 billion, cementing its leadership in investment volume within the GCC and Arab regions.

Expanding Collaboration Across Key Sectors

The cooperative spirit doesn’t end with large-scale infrastructure. Both countries are actively pursuing collaboration in diverse fields. The energy sector is experiencing heightened activity, exemplified by a recent agreement between Petroleum Development Oman and Kuwait Energy, which propelled production capacity up by an impressive 110%.

Beyond energy, a preliminary agreement between Duqm Dry Dock and the Kuwait Oil Tanker Company for tanker maintenance contracts represents a significant step forward. This underscores a move toward diversifying the partnerships to include more service-based collaborations.

Tourism is also a key focus. Around 33,000 Kuwaiti citizens visited Oman in the first nine months of 2025, drawn by Oman’s diverse landscapes and attractions. Increased flight frequency – weekly flights between Kuwait and Salalah doubling from seven to fourteen during peak autumn season – and simplified visa procedures, capped at KD 10 for GCC residents, demonstrate a clear intention to further stimulate tourism flow. Special initiatives led by Oman’s Ministry of Heritage and Tourism are specifically targeting Kuwaiti travellers, promoting destinations like Musandam and Jabal Akhdar.

Focus on Future-Proofing: Diversification and Sustainability

Recognizing the need for economic diversification, both Oman and Kuwait are now exploring emerging sectors together. These include crucial areas like clean energy, green hydrogen, and green ammonia, alongside advanced manufacturing. There are also exciting opportunities within the automotive industry, such as the Karwa bus plant, and potential ventures in promising mining projects.

Furthermore, food security remains a priority, with ongoing Omani exports to Kuwait and collaborative aquaculture projects ensuring a stable supply chain. A pivotal development is the preparation for goods transport via the GCC railway network, projected to significantly reduce logistical costs and further streamline trade. This showcases a proactive approach to logistical efficiency and regional economic integration. Such developments demonstrate a clear dedication to long-term, sustainable growth within Oman-Kuwait relations.

Aligned Foreign Policy and Regional Stability

Beyond economic ties, Oman and Kuwait share aligned positions on crucial regional and international issues, notably the Palestinian cause. This consistency is maintained through the established Oman-Kuwait Joint Committee, regular high-level delegation exchanges, and ongoing diplomatic consultations.

Both nations are renowned for their moderate foreign policies, emphasizing mediation and support for just causes. This shared approach enhances their regional and international influence, enabling them to play a constructive role in fostering stability. Kuwait’s current chairmanships of several important Gulf forums highlight its proactive diplomatic engagement. This shared vision benefits the broader region and reinforces the strength of Kuwaiti-Omani cooperation.

In conclusion, the strategic partnership between Oman and Kuwait is demonstrably strong and consistently evolving. Driven by ambitious investment projects, surging trade volumes, and a shared commitment to regional stability, Oman-Kuwait relations are poised for sustained growth in the years to come.
