The Sultanate of Oman has recently introduced a cultural visa as part of its range of entry visas, aiming to facilitate the entry of foreigners participating in cultural activities. This new visa category is designed to promote cultural exchange, support the country’s cultural strategy, and enhance its position as a hub for cultural and artistic events.

## Understanding the Cultural Visa

The cultural visa is an entry permit granted to foreigners coming to Oman for cultural purposes. It is issued upon the request of the relevant authority and under its responsibility. The hosting entity, such as the Ministry of Culture, Sports, and Youth, academic institutions, or cultural centers, bears the responsibility for the applicant. This visa is designed for individuals who wish to participate in or engage in various cultural activities, including temporary residence for cultural exchange or artistic training, academic or research collaboration in culture, arts, and heritage, participation in literary and intellectual conferences or festivals, and attending or organizing cultural and artistic events and exhibitions.

### Eligibility for the Cultural Visa

The cultural visa is granted to foreigners who intend to participate in cultural activities in Oman. This includes individuals who wish to engage in cultural exchange programs, participate in artistic training, or collaborate on academic or research projects related to culture, arts, and heritage. Additionally, foreigners who wish to attend or organize cultural events, such as conferences, festivals, or exhibitions, are also eligible for this visa. A special clause has been added to allow the issuance of a cultural joining visa for the foreigner’s spouse or first-degree relatives entering for cultural purposes.

## Key Features of the Cultural Visa

The cultural visa has several key features that make it an attractive option for foreigners. The visa can be granted for one year with a fee of OMR 50, or for five years with a fee of OMR 50 per year, or for 10 years with a fee of OMR 50 per year. However, the visa must be used within three months from the date of issuance; otherwise, it will be considered invalid. The cultural visa is designed to facilitate the entry of experts, researchers, and creators, contributing to the transfer of knowledge and exchange of experiences. It also aims to organize the legal presence of foreigners working or participating in cultural activities and ensure their compliance with the supervision of the relevant authority.

### Objectives of the Cultural Visa

The primary objectives of the cultural visa are to provide a clear legal framework to regulate the entry and residence of foreigners for cultural purposes without resorting to other visas, enhance Omani culture through the exchange of expertise and joint events, enable Omani institutions to host foreign talents and delegations with ease, and support Oman’s cultural strategy 2040 aimed at building an open knowledge society connected to the world. By achieving these objectives, the cultural visa will contribute to the growth of Oman’s cultural sector and promote cultural tourism as one of the tributaries of the national economy.

The introduction of the cultural visa is expected to have several benefits for Oman. It will facilitate the entry of foreign experts and talents, contributing to the country’s cultural development. It will also enhance cultural openness and support intellectual communication between Oman and countries of the world. Furthermore, the cultural visa will encourage foreign presence and participation in cultural and artistic events in Oman, promoting the country’s cultural heritage and creativity.
