Oman, India strengthen defence ties; focus on logistics complex

The enduring strategic partnership between India and Oman received a significant boost with the conclusion of the 13th Joint Military Cooperation Committee (JMCC) meeting in New Delhi on November 24, 2025. Co-chaired by Defence Secretary Rajesh Kumar Singh and Oman’s Secretary General of Defence, Mohammed Bin Naseer Bin Ali Al Zaabi, the talks focused on expanding defence cooperation, particularly in the crucial Indian Ocean Region, and laid the groundwork for increased collaboration across multiple sectors. This meeting underscored the commitment of both nations to enhancing their security ties and addressing evolving regional challenges.

Strengthening India-Oman Defence Cooperation

The JMCC meeting represents a key mechanism for reviewing and enhancing the longstanding defence partnership between India and Oman. Both sides expressed satisfaction with the progress achieved in various areas of cooperation and identified new avenues for growth. Discussions revolved around boosting bilateral defence engagements, building resilient supply chains for defence equipment, and fostering innovation in emerging technologies. This collaborative approach is vital, especially in a rapidly changing global security landscape.

Key Focus Areas of the 13th JMCC

A central theme of the meeting was the enhancement of defence industrial collaboration. Officials reaffirmed their commitment to joint development projects, technology transfer, and expanding production partnerships. This move signals a desire to move beyond simple buyer-seller relationships towards a more integrated and sustainable defence ecosystem. The discussions aimed to establish long-term frameworks for co-developing advanced platforms, supporting indigenous manufacturing, and bolstering strategic resilience. This is particularly impactful for India’s ‘Make in India’ initiative.

Interoperability between the armed forces of both countries was another crucial agenda item. The strategic importance of the Indian Ocean Region (IOR) was prominently featured throughout the discussions. Both India and Oman share a common interest in maintaining peace, security, and stability in the IOR, given its crucial role in global trade and energy flows. Officials exchanged assessments on regional and international security developments, particularly those impacting the maritime domain.

The growing complexities in the IOR, including piracy, maritime terrorism, and great power competition, require a coordinated response. The defence partnership between India and Oman provides a solid foundation for addressing these challenges collectively. Collaboration on maritime domain awareness (MDA) and joint patrols are aspects likely to be further explored as a result of these discussions.

High-Level Engagements and Future Plans

Beyond the JMCC meeting, Oman’s Secretary General of Defence, Mohammed Bin Naseer Bin Ali Al Zaabi, engaged in separate meetings with India’s Minister of State for Defence Sanjay Seth and Chief of Defence Staff General Anil Chauhan. These high-level interactions underscored the importance both nations place on strengthening their strategic ties.

General Chauhan’s meeting with Al Zaabi specifically focused on the proposed Military Logistic Complex, a project designed to enhance logistical support for naval and air operations in the region. Exploration of new areas for collaboration, including shipbuilding and maintenance, repair, and overhaul (MRO) services, were also discussed. The establishment of this complex represents a tangible demonstration of deepening strategic cooperation.

Furthermore, the conversation extended to strengthening existing training programmes between the armed forces, allowing for greater skill development and operational readiness. These types of collaborative exercises and knowledge-sharing initiatives are viewed as crucial to enhancing regional security.

A Longstanding Partnership with Broad Implications

The India-Oman relationship is built on a foundation of strong political ties, economic cooperation, and cultural exchange. Defence cooperation is a cornerstone of this partnership, alongside collaboration in areas such as counter-terrorism, maritime security, and energy trade. Oman’s strategic location on the Arabian Sea and its historically friendly ties with India make it a vital partner in safeguarding regional interests. The regular dialogue, like the recent JMCC meeting, proves the mutual respect and understanding of both countries.

The outcomes of the 13th JMCC meeting are expected to lead to more frequent joint exercises, increased technology transfer, and greater investment in defence industrial collaboration. This commitment to defence cooperation will not only strengthen the security of both nations but also contribute to stability and prosperity in the wider Indian Ocean Region.

The Ministry of Defence’s X post confirming the successful conclusion of the meeting signals continued momentum in this crucial partnership.
