The Ministry of Municipalities and Agriculture in Bahrain has announced plans to construct a new engineered landfill in the quarry west of Askar City. This landfill is set to be operational and ready to receive waste by the year 2025. In order to ensure that the project has minimal negative impact on the surrounding environment, the Ministry is seeking an environmental consultant certified by the Supreme Council for Environment to conduct an Environmental Impact Assessment (EIA) study. This study will cover all potential impacts of the landfill on the area.

The Ministry has emphasized the importance of the study in mitigating any adverse environmental effects that may arise from the landfill’s construction and operation. The study will be based on the design of the new landfill that has already been prepared by other parties involved in the project. The contract duration for the environmental consultant is set at 12 months, and only firms classified as (A) and (B) by the Supreme Council for Environment are eligible to participate in the tender process.

Mandatory requirements for bidders include the submission of a signed Declaration of Compliance and an Independent Pricing Certificate by the company’s authorized representative. Failure to provide these documents will result in disqualification from the bidding process. Additionally, only qualified environmental consultants certified by the Supreme Council for Environment in categories (A) and (B) will be considered for the project. Bids from unqualified consultants will be rejected by the Ministry.

The Ministry has outlined a two-part technical evaluation process for the bids received. The first part will involve evaluating mandatory technical criteria, and only bidders that meet all the requirements will proceed to the next stage of evaluation. It is essential for bidders to ensure compliance with all mandatory technical criteria in order to be considered for the project. By following these guidelines set by the Ministry, bidders can increase their chances of successfully securing the environmental consultant contract for the new landfill project.

In conclusion, the Ministry of Municipalities and Agriculture in Bahrain is taking proactive steps to ensure that the construction of the new engineered landfill in Askar City is carried out in an environmentally responsible manner. By engaging an environmental consultant to conduct an EIA study, the Ministry aims to identify and mitigate potential negative impacts on the surrounding area. Bidders interested in participating in the tender process must meet all mandatory requirements and be certified by the Supreme Council for Environment to be considered for the project. Compliance with these guidelines will be crucial in determining the success of the bidders in securing the contract for the new landfill project.
