The forum, held under the theme “Towards a Clean, Smart and Sustainable City,” focused on leveraging innovation and technology to enhance cleanliness services and align with the nation’s long-term vision. Participants explored strategies to improve the efficiency and quality of public cleanliness initiatives across Qatar.
The event, which took place in Doha, underscored the growing national importance of maintaining clean and sustainable urban environments. Qatar has been steadily increasing its focus on environmental sustainability as part of its National Vision 2030, which prioritizes both environmental protection and human development. Hamad Hassan Al Tamimi, Head of the Awareness and Education Section at the Public Cleaning Department, unveiled a new “smart uniform” project designed to enhance worker safety and efficiency. The uniforms utilize nanotechnology fabrics offering lightweight construction, antibacterial properties, rapid moisture absorption, and high UV protection, addressing the challenges of Qatar’s hot climate.
The project, according to Al Tamimi, is built on pillars of sustainability, operational efficiency, and long-term economic benefits. Additionally, the uniforms are intended to contribute to a unified visual identity for the Ministry and the country as a whole. This initiative exemplifies the growing trend of “smart city” technologies being applied to traditional municipal services.
Worker Welfare and Human Rights Considerations

Hamad bin Abdullah Al Mulla, Advisor for Strategic Projects on Expatriate Labor Affairs at the Ministry of Labor, highlighted the need for safe and healthy work environments, emphasizing that this contributes to both worker well-being and increased productivity.
The National Human Rights Committee (NHRC) affirmed that access to a clean and sustainable environment is a fundamental human right. Abdulrahman bin Sultan Al Hashemi, Assistant Director of the International Cooperation Department at the NHRC, stated that developing the public cleanliness sector must be guided by a human rights approach, aligning national policies with international standards and prioritizing worker protection. This includes ensuring fair labor practices and providing adequate resources for worker safety.
Private Sector Collaboration and Urban Development
Eng. Abdullah Ibrahim Fakhroo, Director of Security and Logistics at Qatari Diar, underscored the critical role of public cleaning services in managing modern cities. He noted that effective cleanliness programs are essential for protecting public health, preserving the environment, and enhancing the overall quality of life for residents. Qatari Diar’s Lusail City Operations Management, he explained, operates on a framework of clear performance standards and modern operational solutions.
This highlights the increasing collaboration between public and private entities in Qatar to achieve ambitious urban development goals. Sustainable urban planning and efficient waste management are becoming increasingly intertwined, requiring a coordinated approach from all stakeholders. The concept of Qatar National Vision 2030 was frequently referenced as the guiding principle for these efforts.
