Oman is making significant strides in bolstering its national workforce, with the Ministry of Labour announcing impressive results from its ongoing Omanisation initiatives. Recent discussions with the Shura Council, led by His Excellency the Minister of Labour, revealed a comprehensive strategy focused on creating high-quality job opportunities and ensuring the stability of Omani professionals across various sectors. These efforts, spanning from 2021 to October 2025, demonstrate a strong commitment to economic diversification and empowering the Omani people.

Significant Progress in Omanisation: A Detailed Overview

The Ministry of Labour’s initiatives have demonstrably increased employment opportunities for Omani citizens. Between 2021 and October 2025, over 200,000 job opportunities were successfully facilitated for new jobseekers. This substantial figure is broken down into key areas, showcasing a balanced approach to public and private sector growth.

Breakdown of Job Opportunities

The distribution of these opportunities highlights the Ministry’s strategic focus. Specifically, 68,033 positions were created within the public sector, providing stable and traditional employment routes. Simultaneously, a robust 81,114 jobs were generated in the private sector, fostering innovation and economic diversification. Furthermore, the Ministry invested heavily in skills development, offering 50,925 training opportunities directly linked to employment prospects. This focus on skills development ensures Omani workers are equipped to meet the evolving demands of the job market.

Beyond direct job creation, the Ministry implemented innovative programs like job rotation placements. A remarkable 161,938 placements were facilitated in the private sector, allowing Omani professionals to gain diverse experience and enhance their skillsets. This initiative is crucial for building a versatile and adaptable workforce.

Supporting Businesses and Omani Talent

The Ministry didn’t solely focus on job creation for individuals; it also provided support to businesses willing to invest in Omani talent. The wage support initiative, for example, benefited 1,380 establishments, leading to the hiring of 4,610 Omani workers. This demonstrates a collaborative approach, incentivizing private sector participation in national workforce development.

Additionally, the Ministry has actively promoted Omani leadership within the private sector. By the end of October 2025, the number of Omani HR and personnel managers reached 4,194, signifying a growing presence of Omani professionals in key decision-making roles. This is a vital step towards sustainable Omanisation and ensuring long-term national ownership of the workforce.

Strengthening Job Security and Reintegration

Recognizing the importance of job security, the Ministry implemented the Job Security System, providing crucial support to 27,229 beneficiaries between 2020 and 2024. This system proved highly effective, with 10,387 individuals successfully re-entering the labor market. The Ministry’s commitment extends beyond simply providing assistance; it actively works to reintegrate displaced workers.

Moreover, over 200,000 job opportunities were announced specifically for those previously employed, demonstrating a proactive approach to mitigating the impact of economic fluctuations and ensuring labor market resilience. This proactive stance is essential for maintaining a stable and confident workforce.

Public Sector Replacement Opportunities

Within the public sector, 5,868 replacement opportunities were offered between 2021 and 2025. This strategic approach ensures a continuous flow of opportunities for Omani jobseekers while maintaining the efficiency and effectiveness of government services. These replacements are carefully managed to align with the overall Omanisation goals and skills requirements.
