The Ministry of Justice legal professionals in Doha, Qatar recently concluded a two-day field visit to the Council of Ministers’ General Secretariat in order to strengthen legal cooperation between the two entities. During the visit, the visitors from the Contracts Department were given a detailed presentation on the organizational structure of the General Secretariat, as well as the competences and mechanisms of the Fatwa department. Additionally, they learned about the fatwa procedures in accordance with approved legal controls. The presentation also covered the competence of the Legislation Department and the various steps a bill goes through before it becomes a law.

In the presentation, the mechanism and legislation procedures of the Permanent Committee for Legislative Affairs, which was established under Amiri Decree No. (33) of 2000, were also discussed. The Contracts Department took the opportunity to grant the General Secretariat’s legal departments a special official gazette issue documenting the phases of its development. Contracts Department Director Noor Ibrahim Al Muraikhi praised the visit as a positive step towards enhancing cooperation and exchanging expertise among legal departments. The visit was made possible under the directions of HE Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali Al Mohannadi, with the aim of improving the quality of legal work across the country and enhancing the skills of Qatari legal professionals.

Al Muraikhi emphasized that the exchange of expertise during the visit would play a crucial role in developing legal work and keeping it in pace with the human resources development as outlined in the Qatar National Vision 2030. By sharing knowledge and best practices with the General Secretariat, the Ministry of Justice legal professionals are contributing to the overall improvement of the legal system in Qatar. This collaborative effort is aimed at enhancing legal cooperation and increasing the efficiency of legal processes within the country.

The visit to the Council of Ministers’ General Secretariat provided an opportunity for the Ministry of Justice legal professionals to gain valuable insights into the workings of key government departments. By learning about the organizational structure and competences of the various legal departments within the General Secretariat, the visitors were able to better understand the processes involved in lawmaking and the issuance of fatwas. This knowledge will allow them to improve their own practices and contribute to the overall efficiency of legal operations in Qatar.

The Contracts Department’s presentation of a special official gazette issue to the General Secretariat legal departments further solidified the relationship between the two entities. This gesture of goodwill demonstrates a commitment to cooperation and the sharing of resources and knowledge for the benefit of legal professionals in Qatar. By documenting the phases of its development, the Contracts Department has provided valuable insight into its own processes and procedures, which can be used as a reference for other legal departments seeking to enhance their operations.

Overall, the field visit to the Council of Ministers’ General Secretariat was a successful endeavor in strengthening legal cooperation and exchange of expertise among key government departments in Qatar. The visit not only provided valuable insights into the functioning of different legal departments but also emphasized the importance of collaboration in improving the overall quality of legal work in the country.
