Improved Complaints and Grievances System for Companies with 50+ Employees

The Ministry of Labour in Muscat has recently implemented a new complaints and grievances system through Ministerial Decision No. 617/2024, which aims to provide employees with a structured process to address their concerns. This new system applies to employers with 50 or more workers and mandates the establishment of a formal procedure for handling employee complaints. The goal of the new regulations is to encourage resolution of issues within the company first, before resorting to the Ministry.

Under the new complaints and grievances system, employees are required to first present their complaints to their direct manager, who must respond within two working days. If the manager fails to address the issue or rejects the grievance, the employee can then escalate it to the employer or their representative, who must respond within five working days. If there is still no resolution at this stage, the employee can seek intervention from the Ministry of Labour’s administrative division.

Employers are also mandated to provide their employees with an approved copy of the new complaints and grievances system, ensuring transparency and accountability within the workplace. By implementing this system, employers are not only complying with the Ministry’s regulations but also fostering a more open and communication-friendly work environment. Employees now have a clear and structured process to follow when they encounter issues at work, which can help prevent conflicts from escalating.
