The Roads and Transport Authority (RTA) in Dubai will soon be introducing an automated passenger counting (APC) system in new buses to address fare evasion issues. The system will record actual passenger numbers and compare them to the automated fare collection. Currently, passengers are expected to tap their Nol cards upon entering and exiting the bus, but some individuals have skipped this process, resulting in a fine of Dh200 for fare dodging.
The APC system will be installed in 636 new buses to be deployed over the next year. These buses will include a variety of models, such as electric buses, articulated buses, double-decker buses, and city service buses. Most of these buses will also feature Raqeeb, a driver behaviour monitoring system that aims to enhance passenger safety by improving driver conduct. Additionally, there will be driver identity authentication linked to the operating system for added security.
The APC system functions by monitoring and counting passengers as they board and disembark from the bus. Counting sensors located at the doorways accurately detect the passengers, providing real-time data to ensure fare compliance. In addition to fare collection monitoring, the system can also be utilized to assess passenger demand and determine optimal bus deployment strategies for different routes and schedules.
Recent data from the RTA revealed that fare evasion is a prevalent issue, with over 1,000 commuters caught dodging bus fares during a six-day inspection period. The RTA has implemented year-round inspection campaigns across various spots in Dubai to detect violations and ensure fare compliance. By encouraging passengers to use Nol cards and pay the relevant fare, the RTA aims to optimize transportation services and cater to the needs of residents and visitors in Dubai.
With a fleet of 1,518 buses and a comprehensive bus network spanning 119 internal lines, including connections to metro stations and intercity routes to other emirates, the RTA plays a critical role in transporting passengers across Dubai. With 82% coverage of urban areas and approximately 369,248 passengers served daily, the RTA’s bus network is an essential component of the city’s public transportation infrastructure. As the new buses equipped with the APC system are rolled out, the RTA aims to enhance operational efficiency and ensure a seamless commuting experience for passengers.
