Interior Ministry: Fines for performing Hajj without a permit could be as high as SR100,000

The Saudi Ministry of Interior has announced strict penalties for those caught entering Makkah to perform Hajj without the necessary permit. Starting from June 2, 2024, fines of up to SR10,000 will be imposed on anyone caught within the specific geographical area in Makkah without a Hajj permit. These penalties will apply to Saudi citizens, expatriates, and visitors alike. In the case of a repeated violation, the fine may reach up to SR100,000, and expatriates will face deportation and a ban from reentering the Kingdom as per the law.

The penalties will be enforced within various areas, including the Central Haram Area, the Holy Sites of Mina, Arafat, and Muzdalifah, as well as the Haramain train station in Rusayfah and other designated security control centers. The Ministry emphasized the importance of adhering to Hajj regulations and instructions to ensure that pilgrims can perform their rituals without any difficulties. Earlier, the Ministry had also stated that individuals caught transporting violators of Hajj regulations and instructions could face imprisonment for up to six months and a maximum fine of SR50,000.

In addition to fines and imprisonment, the penalties will also include the confiscation of the vehicle used to transport violators, as well as deportation of the violating transporter if they are an expatriate. After serving the jail term and paying the fine, the transporter will be banned from reentering the Kingdom for a specified period of time. The fines imposed will increase according to the number of violators who were provided with transportation to enter Makkah without a permit.

These strict penalties are aimed at ensuring the smooth and organized conduct of the Hajj pilgrimage, which attracts millions of Muslims from around the world every year. It is essential for all pilgrims to obtain the necessary permits before entering Makkah to perform Hajj, and any violations of the regulations and instructions set by the Ministry of Interior will be met with severe consequences. The Ministry’s efforts to enforce these regulations are crucial in maintaining the safety and security of both the pilgrims and the holy sites during the Hajj season.

Pilgrims are advised to familiarize themselves with the Hajj regulations and instructions issued by the Ministry of Interior to avoid any penalties or legal consequences. By following the guidelines set by the authorities, pilgrims can ensure a smooth and hassle-free experience while performing their religious obligations. The penalties for entering Makkah without a Hajj permit are not only financial but also include deportation and a ban from reentering the Kingdom, making it imperative for all individuals to comply with the rules and regulations in place.
