The first round of free trade agreement negotiations between the Gulf Cooperation Council (GCC) countries and Turkey concluded in Ankara on July 29-31, 2024, with the participation of nine Saudi government entities. The discussions covered several topics, including trade in goods, services, investment, rules of origin, technical barriers to trade, and sanitary and phytosanitary measures. The goal was to agree on the principles for proceeding with negotiations and to set the framework and objectives for future rounds, aiming to finalize the agreement as soon as possible. With high flexibility from all parties and recognizing the importance of concluding the agreement promptly, the first round of negotiations was positive, indicating increased integration among all parties.

Deputy Governor of International Organizations and Agreements and Chairman of the Saudi Negotiating Team, Fareed Alasaly, stressed the importance of these rounds in working towards consensus and reaching an appropriate and fair free trade agreement for all. Alasaly also noted the Kingdom’s desire to conclude and develop free trade agreements in partnership with the GCC, which is seen as a crucial tool for achieving economic integration, diversifying the economy, and enhancing competitiveness. The Kingdom’s delegation was headed by the General Authority for Foreign Trade and included representatives from various government ministries and authorities, showing a strong commitment to the negotiations and the potential benefits of a free trade agreement.

To achieve common goals and sustainable development, the General Authority for Foreign Trade (GAFT) promotes the Kingdom’s international trade gains, increasing its international presence and active participation in many international organizations. This signals Saudi Arabia’s commitment to promoting trade and economic growth through strategic partnerships and agreements. By participating in free trade agreement negotiations with Turkey and other GCC countries, Saudi Arabia aims to strengthen economic ties, create new opportunities for businesses, and enhance competitiveness in the global market. The active involvement of government entities in the negotiations highlights the importance of this agreement for the Kingdom’s economic development and diversification efforts.

The positive outcomes of the first round of negotiations between the GCC countries and Turkey indicate a strong commitment from all parties to reach a mutually beneficial free trade agreement. With a focus on trade in goods, services, investment, and other key areas, the negotiations aim to create a framework that facilitates economic integration and growth for all parties involved. By setting clear objectives and principles for future rounds of negotiations, the GCC countries and Turkey are working towards finalizing the agreement and reaping the benefits of increased trade and cooperation in the region. This collaborative approach reflects a shared commitment to promoting economic development and trade liberalization among the participating countries.

As the negotiations progress, the GCC countries and Turkey are expected to continue working towards consensus on key issues and addressing any challenges that may arise during the process. By maintaining a constructive and flexible approach to the negotiations, the parties involved are demonstrating a willingness to find common ground and reach an agreement that benefits all stakeholders. The active participation of government entities and representatives from various sectors underscores the importance of the free trade agreement for economic growth and diversification in the region. With a shared vision of increasing trade opportunities, enhancing competitiveness, and promoting sustainable development, the GCC countries and Turkey are poised to achieve a comprehensive and mutually beneficial agreement that paves the way for closer economic ties and increased cooperation in the future.

In conclusion, the first round of free trade agreement negotiations between the GCC countries and Turkey marks a significant step towards enhancing economic integration and cooperation in the region. With a focus on key areas such as trade in goods, services, investment, and rules of origin, the negotiations have laid the foundation for future rounds and set the stage for increased trade and investment opportunities. By working towards a fair and comprehensive agreement, all parties involved are demonstrating a commitment to promoting economic growth, diversification, and competitiveness. The active participation of government entities and representatives from various sectors highlights the importance of the agreement for sustainable development and international trade gains. As the negotiations progress, the GCC countries and Turkey are expected to build on the momentum of the first round and move closer towards finalizing a mutually beneficial free trade agreement that unlocks new opportunities and benefits for all.
