The State of Qatar is a firm believer in the necessity of complying with international humanitarian law to regulate the conduct of parties involved in armed conflicts. During the 34th International Conference of the Red Cross and Red Crescent in Geneva, Deputy Permanent Representative Jawhara bint Abdulaziz Al Suwaidi highlighted the importance of the four Geneva Conventions of 1949 in setting modern international legal standards for protection and humane treatment during times of war. Despite the positive impact of these conventions, challenges still exist in ensuring full compliance with their provisions.
Al Suwaidi expressed concern over the Israeli aggression on the Gaza Strip and Lebanon, which resulted in tens of thousands of civilian casualties, including women and children. The Israeli forces were accused of committing war crimes, crimes against humanity, and serious violations of international law. The deliberate destruction of civilian facilities, targeting of humanitarian workers, and use of starvation as a weapon of war were also condemned. The Deputy Representative criticized the international community for its inaction and failure to hold those responsible for these atrocities accountable.
The State of Qatar has taken significant steps to promote the dissemination of international humanitarian law within its national institutions. The establishment of the National Committee for International Humanitarian Law in 2012 has played a crucial role in organizing seminars and training courses to ensure respect and implementation of these laws at various levels. Qatar believes that full protection for those affected by armed conflicts can only be achieved by addressing the root causes and ending the conflicts.
Qatar has actively engaged in diplomatic efforts to mediate in armed conflicts and facilitate negotiations between warring parties. These efforts have received praise and trust from the international community, showcasing Qatar’s commitment to promoting peace and stability globally. The State of Qatar participates in international initiatives to address humanitarian crises, provide assistance, and implement development programs that contribute to long-lasting security and peace.
Deputy Permanent Representative Al Suwaidi reiterated Qatar’s hope for the success of efforts aimed at alleviating human suffering, protecting human rights, and fostering cooperation for lasting peace. The State of Qatar remains dedicated to upholding international humanitarian law and working towards a world where all individuals are treated with dignity and respect, regardless of their circumstances. Through its diplomatic efforts and engagement in global initiatives, Qatar continues to play a significant role in promoting peace and stability on the international stage.
