The Ministry of Education and Higher Education in Qatar has recently launched an electronic service aimed at activating the system of obtaining educational vouchers for Qatari students with disabilities. This initiative is part of the ministry’s efforts to promote equal educational opportunities and help students achieve their full potential in a comprehensive educational environment. The educational vouchers are divided into three levels based on the type and intensity of the required services, with the total value ranging from QR43,000 to QR78,000.

According to the Director of the Department of Special Education and Inclusive Education, Fatima Al Saadi, the electronic service will begin at the start of the 2024-2025 academic year. The system offers several advantages, including flexible appointment scheduling, simplified application steps, and quick processing and response times. Additionally, a new tab dedicated specifically to students with disabilities has been introduced on the Ministry’s main public services portal, “Maarif.”

To ensure transparency and flexibility, guardians can electronically schedule an interview with the Ministry’s Evaluation Centre where the student will be assessed to determine their needs and entitlement to an educational voucher. The guardian will then have the freedom to choose a suitable private school from those with national accreditation, using the same process as for public educational vouchers. The educational vouchers cover various categories of disabilities, including multiple disabilities, hearing disabilities, physical and motor disabilities, visual impairments, intellectual disabilities, and autism spectrum disorder.

This service is part of the Ministry’s strategic plan to develop education services for students with disabilities and their parents in accordance with best practices. It aims to achieve the highest levels of autonomy for students and stimulate the private sector to provide more comprehensive and specialized education services to support integration efforts. This initiative aligns with Qatar National Vision 2030, which emphasizes the importance of providing an educational system comparable to the world’s best and tailored to the aspirations and abilities of every individual.

The State Cabinet decision No. 25, issued in December 2023, allocated additional financial resources for Qatari students with disabilities to promote equal opportunities and provide support. This decision aims to grant parents various options to enroll their children in programs and educational environments that suit their needs and aspirations. The Ministry of Education and Higher Education urged parents of students with disabilities to visit the “Maarif” portal to apply for the service or call the hotline 155 for any inquiries.

In conclusion, the launch of the electronic service for obtaining educational vouchers for students with disabilities in Qatar is a significant step towards promoting equal educational opportunities and supporting the needs of students with disabilities. This initiative reflects the Ministry’s commitment to providing high-quality education tailored to the aspirations and abilities of every individual, in line with Qatar National Vision 2030. Parents of students with disabilities are encouraged to take advantage of this service by visiting the “Maarif” portal or contacting the hotline for more information and assistance.
