The State Cabinet in Doha, Qatar is working on implementing the ‘National Framework for Promoting Values and Morals in Qatari Society’ in cooperation with several ministries including the Ministry of Education and Higher Education, the Ministry of Awqaf and Islamic Affairs, and others. The initiative aims to invest in education to enhance human and knowledge capital, achieve sustainable development, and fulfill the goals of the Qatar National Vision 2030. The National Framework seeks to promote good moral values, address behavioral problems in society, and follow up on developments, particularly among children and youth.

One of the key components of the National Framework is the “Tanshia Program,” a collaboration between the Ministry of Education and the Doha International Family Institute that has reached 25,000 students. This program includes various educational and awareness-raising activities carried out in partnership with institutions across the country. The initiative is built on seven pillars: protection, education, care, prevention, rehabilitation, empowerment, and governance, each with specific interventions and performance indicators to achieve strategic goals and protect the social, cultural, and moral fabric of society.

Efforts have been made to enhance cooperation between ministries, coordinate programs and projects, and implement strategic plans related to the National Framework. Ministries have provided innovative programs and activities aimed at instilling moral values in children and youth at different educational stages. The Ministry of Education and Higher Education has been actively involved in the implementation of the National Framework through the Tanshia program, integrating values-based education into school curricula, and applying the ethical charter for schools and kindergartens.

The National Framework for Promoting Values and Morals in Qatari Society is a comprehensive initiative that aims to address behavioral challenges, promote good moral values, and safeguard the social fabric of society. The ‘Tanshia Program’ is a key component of this initiative, with the Ministry of Education playing a significant role in its implementation. Cooperation between ministries and the incorporation of values-based education into school curricula are essential steps toward achieving the goals of the National Framework and the Qatar National Vision 2030.
