Improving healthcare and recreational activities for prisoners

The Minister of Interior, His Excellency Lt. General Shaikh Rashid bin Abdullah Al Khalifa, has recently issued Resolution No. 49 of 2024 to improve the conditions for inmates and pretrial detainees in correctional facilities in Bahrain. This resolution amends certain provisions of Resolution No. 131 of 2015, which governs the executive regulations of the General Directorate of Reformation and Rehabilitation Law (Law No. 18 of 2014). One of the key changes outlined in the resolution is the requirement for every correctional facility to maintain a fully equipped medical clinic.

Under the new resolution, these clinics are mandated to offer free medical care to inmates and pre-trial detainees. Each clinic must be staffed by one or more doctors and overseen by the centre’s chief medical officer. The grades and secondment of these doctors from government health institutions will be arranged in collaboration with the Supreme Council of Health. This move aims to ensure that inmates have access to necessary medical services and care during their time in detention.

By implementing this resolution, the Minister of Interior is taking proactive steps to enhance the well-being of inmates and pretrial detainees in Bahrain. The provision of free medical care through fully equipped clinics within correctional facilities can significantly improve the physical and mental health of those in detention. This initiative reflects the government’s commitment to upholding human rights and providing necessary support to all individuals, including those in the criminal justice system.

The new resolution also underscores the importance of collaboration between the Ministry of Interior and the Supreme Council of Health in ensuring the proper staffing and management of medical clinics within correctional facilities. By working together, these institutions can establish effective procedures for providing medical care to inmates and pretrial detainees. This partnership demonstrates a concerted effort to uphold standards of healthcare and human rights in Bahrain’s correctional system.

Furthermore, the provision of free medical care to inmates and pretrial detainees aligns with international standards for the treatment of individuals in detention. Access to healthcare is a fundamental human right, and ensuring that those in detention receive necessary medical attention is essential for their well-being. By mandating fully equipped medical clinics in correctional facilities, Bahrain is taking a significant step towards meeting these standards and promoting the health and welfare of all individuals in its criminal justice system.

Overall, Resolution No. 49 of 2024 represents a positive development in Bahrain’s approach to caring for inmates and pretrial detainees. By focusing on the provision of medical care and establishing standards for clinics within correctional facilities, the government is demonstrating a commitment to the well-being and rights of all individuals in detention.
