FIFA Releases Second Edition of Integrity Handbook to Address Match Manipulation

Football is a beloved sport that is not immune to criminal activity, which can jeopardize the integrity of matches and competitions. FIFA, as the governing body of football, is committed to protecting the sport from outside threats. In line with this commitment, FIFA has set the prevention of corruption, doping, and match manipulation as a top priority for its 2023-2027 strategic objectives. This is crucial in order to safeguard the integrity of matches, competitions, players, officials, and member associations within the football community.

To tackle these threats effectively, FIFA recognizes that a united effort is required from all its member associations (MAs). In response to this, FIFA has launched the updated FIFA Integrity Handbook, titled “Protect the Integrity of Football”. This handbook is a crucial tool for member associations and stakeholders to strengthen their integrity initiatives. Developed by the FIFA Integrity group, the handbook provides a comprehensive guide on how to begin, what to know, and what to do in order to promote integrity within the sport.

The “Protect the Integrity of Football” handbook offers guidance on key areas such as appointing an integrity officer, establishing reporting mechanisms, designing an integrity-related education program, and developing a media strategy. It also includes instructions on how to conduct investigations, organize disciplinary hearings, and implement an integrity action plan. The handbook places a particular emphasis on establishing education initiatives at the local level and provides new case studies for reference.

In addition to the updated content, the new handbook includes a section on the adjudication of integrity-related offenses. This section outlines the step-by-step process for making legally correct decisions against individuals involved in disciplinary proceedings. The handbook was recently presented at the FIFA Integrity Summit in Singapore, where integrity officers from the 211 member associations and six confederations had the opportunity to learn about the latest developments in safeguarding football’s integrity.

Overall, the launch of the “Protect the Integrity of Football” handbook is a significant step towards strengthening integrity within the sport. By equipping member associations and stakeholders with the necessary tools and knowledge, FIFA aims to combat external threats and uphold the values of fair play and sportsmanship in football. The ongoing commitment to protecting football from outside threats is essential in maintaining the integrity and credibility of the sport on a global scale.
