Foreign ministers from eight Arab and Islamic nations have voiced grave concerns over the worsening humanitarian crisis in Gaza, exacerbated by recent severe weather and ongoing restrictions on aid delivery. The ministers, representing Qatar, Jordan, the UAE, Indonesia, Pakistan, Türkiye, Saudi Arabia, and Egypt, issued a joint statement calling for immediate and unimpeded access for humanitarian organizations. The deteriorating conditions threaten the lives of nearly 1.9 million people, many of whom are internally displaced.

The statement, released on September 18, 2024, highlights the urgent need for increased support as winter approaches. Heavy rainfall and storms have compounded existing vulnerabilities, damaging shelters and increasing the risk of disease outbreaks, particularly among vulnerable populations. The ministers emphasized the critical role of UN agencies and international NGOs in providing assistance under increasingly difficult circumstances.

The Escalating Humanitarian Crisis in Gaza

The situation in Gaza has rapidly deteriorated since the outbreak of conflict, with widespread destruction of infrastructure and displacement of civilians. According to the UN, over 80% of Gaza’s population has been internally displaced. The recent storms have overwhelmed already inadequate shelters, leading to flooding and exposure to the elements. This has significantly increased the risk of respiratory infections and waterborne diseases, especially among children and the elderly.

Impact of Weather Conditions

The harsh weather conditions have exposed the fragility of the existing humanitarian infrastructure in Gaza. Damaged buildings have collapsed, tents have been flooded, and access to clean water and sanitation has been severely limited. The combination of cold temperatures, malnutrition, and lack of adequate shelter poses a life-threatening risk to vulnerable populations. The ministers noted the particular vulnerability of women and individuals with pre-existing medical conditions.

Additionally, the limited entry of essential supplies is hindering efforts to address the growing needs. The ministers specifically called for the lifting of constraints on the entry of tents, shelter materials, medical assistance, fuel, and sanitation support. They emphasized the importance of the Rafah Crossing being opened in both directions to facilitate the flow of aid and allow for the safe passage of civilians.

International Response and Calls for Action

The joint statement reaffirmed support for UN Security Council Resolution 2803 and President Trump’s Comprehensive Plan, aiming to secure a ceasefire and address the long-term needs of the Palestinian people. The ministers urged the international community to fulfill its legal and moral obligations to protect civilians and ensure access to humanitarian aid. They specifically called on Israel, as the occupying power, to ease restrictions on aid delivery.

Meanwhile, UNRWA, the United Nations Relief and Works Agency for Palestine Refugees in the Near East, continues to operate on the ground, providing essential services to Palestinian civilians. However, the agency has repeatedly warned of the challenges it faces in delivering aid due to security concerns and bureaucratic obstacles. The ministers demanded that Israel ensure the safety and freedom of movement for UN and NGO personnel operating in Gaza and the West Bank.

The ministers also stressed the urgent need to initiate early recovery efforts, including the provision of durable shelter to protect the population from the winter conditions. This includes repairing damaged infrastructure and establishing temporary housing solutions. The focus is shifting from immediate life-saving assistance to longer-term recovery and reconstruction, requiring sustained international support and political commitment.

The situation remains highly volatile, and the delivery of Gaza relief is hampered by ongoing challenges. The international community is closely monitoring the implementation of Resolution 2803 and the progress towards a sustainable ceasefire. Further developments regarding the opening of the Rafah Crossing and the easing of restrictions on aid delivery are expected in the coming weeks, and the effectiveness of these measures will be crucial in mitigating the worsening Gaza humanitarian situation. The long-term prospects for stability and recovery remain uncertain, dependent on a comprehensive political solution.
