Doha, Qatar – World leaders meeting at the Conference of the States Parties to the UN Convention against Corruption (COSP11) have emphasized the crucial role of artificial intelligence (AI) and digital technologies in combating global corruption. The conference concluded with the adoption of the Doha Declaration 2025, a framework for international cooperation focused on leveraging technology to address increasingly sophisticated corrupt practices. This declaration signals a shift towards proactive, tech-driven solutions in the ongoing fight against illicit financial flows and abuse of power.

The COSP11, held in Doha, Qatar, from November 6-10, 2023, brought together representatives from over 150 countries to discuss and refine strategies for preventing and punishing corruption. The adoption of the Doha Declaration represents a consensus on the need to adapt to new challenges posed by digital advancements, which are simultaneously enabling corruption and offering tools to counter it. According to the United Nations Office on Drugs and Crime (UNODC), the declaration aims to build a more resilient and transparent future.

The Rise of AI in Anti-Corruption Efforts

The declaration specifically highlights the potential of artificial intelligence to enhance the accuracy, efficiency, and objectivity of corruption risk assessment. Traditional methods of detecting corruption often rely on manual analysis and whistleblowers, which can be slow and prone to bias. AI algorithms, however, can analyze vast datasets to identify patterns and anomalies indicative of corrupt activity, potentially flagging issues before they escalate.

This includes applications like predictive policing to anticipate corruption hotspots, automated transaction monitoring to detect suspicious financial activity, and natural language processing to analyze documents for red flags. The UNODC’s Global Operational Network, a key resource for international law enforcement, is also encouraged to utilize these technologies for secure and rapid information exchange. This is particularly important given the time-sensitive nature of corruption investigations.

Strengthening International Cooperation

A central theme of the Doha Declaration is the need for increased international cooperation in the face of transnational corruption. Corruption rarely respects national borders, often involving complex networks of individuals and entities operating across multiple jurisdictions. Effective investigation and prosecution require seamless collaboration between law enforcement agencies and judicial systems worldwide.

Digital technologies, including secure communication platforms and data-sharing protocols, can facilitate this cooperation. The declaration encourages states to leverage these tools to overcome logistical and legal barriers to cross-border investigations. This is especially relevant in cases involving money laundering and the concealment of illicit assets, areas where financial crime is a major concern.

Beyond Technology: A Holistic Approach

While recognizing the transformative potential of AI, the Doha Declaration also emphasizes the importance of a holistic approach to anti-corruption. The conference adopted eleven resolutions addressing a range of related issues, including transparency in political financing and the promotion of ethical values among youth.

These resolutions acknowledge that technology alone cannot solve the problem of corruption. Strong legal frameworks, independent judiciaries, and a culture of accountability are all essential components of a comprehensive anti-corruption strategy. Additionally, the declaration addresses the link between corruption and other serious crimes, such as migrant smuggling and environmental offenses, recognizing that these issues are often interconnected.

The declaration also underscores the importance of protecting whistleblowers and ensuring their access to justice. According to observers at the conference, fostering a safe environment for individuals to report corruption is crucial for building trust in institutions and promoting ethical behaviour. This involves enacting robust whistleblower protection laws and providing support to those who come forward with information.

The emergence of digital governance is also seen as a potential lever against corruption, as it increases transparency and reduces opportunities for discretionary decision-making. However, it is also recognized that digital systems themselves can be vulnerable to manipulation and require careful oversight.

Looking ahead, the UNODC will play a key role in supporting the implementation of the Doha Declaration, offering technical assistance and capacity-building programs to member states. The success of these efforts will depend on the commitment of governments to invest in the necessary technologies and infrastructure, as well as their willingness to cooperate with each other. Continued monitoring of AI’s role in corruption prevention and adaptations to counter evolving criminal tactics will be necessary. Progress towards achieving the declaration’s goals will be assessed at future COSP meetings, with a preliminary review expected by the end of 2025.
