The Qatari government has launched the first phase of the “Smart Legislative Advisor” program, a national initiative utilizing artificial intelligence (AI) to modernize its legislative processes. Developed by the Council of Ministers Secretariat General in collaboration with the Ministry of Communications and Information Technology, the program aims to streamline the creation, review, and analysis of legislation. This move signals Qatar’s deepening commitment to digital transformation and innovation within its governmental framework.

The launch, announced this week from Doha, follows cabinet approval last October and represents a significant step forward in Qatar’s pursuit of efficient and high-quality lawmaking. The program is intended to support legal professionals throughout the drafting and revision stages, enhancing consistency and alignment with international standards. Officials say this initiative will ultimately improve governmental performance and contribute to Qatar’s broader technological advancement.

Enhancing Legislation with Artificial Intelligence

The “Smart Legislative Advisor” is designed to serve as a valuable tool for those involved in preparing and reviewing legislative drafts. According to project director Sara Abdullah Al Suwaidi, the program uniquely combines specialized legal expertise with cutting-edge digital technologies. A key function is the ability to compare proposed laws with similar legislation already in effect across the region and globally.

Majed Hassan Al Ghanem, Director of the Legislation Department, explained that these comparative analyses will ensure new laws do not conflict with existing Qatari legislation. Additionally, the program will conduct thorough linguistic and proofreading checks leveraging natural language processing. This integrated approach underscores a dedication to maintaining high standards of legal precision.

Key Features and Benefits

The program is built on an interactive system intended to streamline the legislative process. This allows for easier preparation and revision of drafts and facilitates a more collaborative environment among legal teams. The incorporation of machine learning aims to continuously improve the program’s analytical capabilities, making it more effective over time.

Assistant Secretary-General for Legislative Affairs, Abdulaziz Mubarak Al Buainain, emphasized that the program is not intended to replace legal professionals, but rather to empower them. He views it as a vital component of Qatar’s digital transformation strategy, upgrading work competency and ensuring adherence to best practices. The program’s development involved a dedicated task force focused on developing a sustainable and scalable solution.

The initiative aligns with Qatar National Vision 2030, a long-term blueprint for the country’s development that prioritizes human capital, social development, and economic diversification. By embracing technology in the legal sector, Qatar aims to foster a more efficient and transparent government, ultimately contributing to a more robust and modern society. This investment in legal tech reflects a broader trend towards integrating AI and other advanced technologies across various governmental functions.

While the initial phase focuses on core functionality – comparison with existing laws and advanced proofreading – future iterations are expected to expand the program’s capabilities. Officials have highlighted the possibility of incorporating predictive analysis to assess the potential impact of proposed legislation. This could provide policymakers with valuable insights into the likely consequences of their decisions.

The next steps involve comprehensive training for legal staff on utilizing the new system. The Council of Ministers Secretariat General stated they will monitor program performance and gather feedback from users. Further development and potential public access points remain uncertain and dependent on evaluation outcomes, but continued investment in this area is anticipated.
