The Qatari Cabinet, led by Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani, convened its regular meeting at the Amiri Diwan on Wednesday. The meeting focused on key issues, including the outcomes of the Second World Summit for Social Development (WSSD2), which took place in Doha from November 4 to 6 under the chairmanship of HH the Amir Sheikh Tamim bin Hamad Al-Thani.

The Cabinet commended the success of WSSD2, highlighting its comprehensive discussions, diverse activities, and the Doha Political Declaration’s proposals and commitments. The summit’s outcomes are expected to significantly impact global social development, according to the Cabinet. A unified system for international land transport between Gulf Cooperation Council (GCC) countries was also approved during the meeting.

Key Outcomes and Agreements

The Cabinet approved a draft law issuing a unified system for international land transport between GCC countries, aiming to facilitate the movement of goods and people across the region. This development is expected to enhance economic cooperation and integration among GCC member states.

Additionally, the Cabinet approved several memoranda of understanding (MoUs) and a letter of intent, including a draft MoU on cooperation between Qatar Fund for Development (QFFD) and the Egyptian Agency of Partnership for Development (EAPD) for 2025. Another MoU was signed between Qatar Central Bank (QCB) and the Central Bank of Azerbaijan, focusing on cooperation between the two financial institutions.

International Cooperation and Development

The MoU between QFFD and EAPD is expected to promote development cooperation between Qatar and Egypt, with a focus on achieving the United Nations’ Sustainable Development Goals (SDGs). The agreement indicates a commitment to collaborative efforts in areas such as poverty reduction, education, and healthcare. According to the Qatari government, this partnership will contribute to the global efforts to achieve sustainable development.

A letter of intent for cooperation in the health field was also signed between the governments of Qatar and Finland. This agreement is likely to enhance collaboration in areas such as healthcare services, medical research, and health technology. The Qatari Ministry of Public Health is expected to play a key role in implementing this cooperation.

Social Development and Regional Cooperation

The Cabinet reviewed the outcomes of the 11th meeting of the Committee of Ministers of Social Affairs and Development of the GCC countries, held in Kuwait in September 2025. The meeting discussed various initiatives aimed at promoting social development and cooperation among GCC member states. The report on the meeting’s outcomes highlighted the importance of regional cooperation in addressing social challenges.

The Cabinet also reviewed a report on the visit of the Minister of Endowments and Islamic Affairs to Algeria in September 2025. The visit aimed to strengthen bilateral relations and cooperation between Qatar and Algeria in areas such as Islamic affairs and endowments. The report indicates that the visit was successful in achieving its objectives.

As the Qatari government continues to strengthen its international partnerships and promote social development, further cooperation agreements and initiatives are expected in the future. The next steps and decisions will likely be shaped by the outcomes of recent meetings and agreements, with a focus on implementing the commitments made during WSSD2 and other regional and international forums.
