Lusail, Qatar – Amro Al Hamad, Executive Director of the Qatar Motor & Motorcycle Federation (QMMF), is currently serving as a Formula 1 steward at the 2024 Formula 1 Qatar Grand Prix. This marks his third time fulfilling this crucial role, having previously been appointed as an FIA Formula 1 Steward in 2021 and earlier this year. Al Hamad’s continued involvement highlights Qatar’s growing prominence within international motorsport governance.

The Qatar Grand Prix, held at the Lusail International Circuit, began with practice sessions on November 29th and will conclude with the race on December 1st. Al Hamad’s duties as a steward involve overseeing adherence to sporting regulations and ensuring fair competition throughout the event. His presence underscores Qatar’s commitment to hosting world-class motorsport events and contributing to the sport’s global oversight.

Qatar’s Amro Al Hamad: A Rising Figure in Formula 1 Stewarding

Al Hamad’s journey to becoming a Formula 1 steward is noteworthy. In 2021, he became the first Qatari national to obtain the FIA F1 Steward License, a significant achievement recognizing his expertise and dedication to motorsport. This license is a prerequisite for officiating at Formula 1 races and requires extensive training and evaluation by the Fédération Internationale de l’Automobile (FIA).

The Role of an FIA Steward

Formula 1 stewards play a vital role in the sport. They are responsible for investigating on-track incidents, reviewing evidence, and applying penalties according to the FIA’s sporting code. Their decisions can significantly impact race results and championship standings. According to the FIA, stewards are selected based on their experience, impartiality, and understanding of the regulations.

However, the role is often subject to scrutiny, as decisions are made under pressure and can be controversial. Additionally, Al Hamad’s influence extends beyond stewarding. He currently serves as the Vice President of the FIA Single Seater Commission. This position allows him to contribute to the development of regulations and strategies for all FIA-sanctioned single-seater championships, including Formula 1, Formula 2, and Formula 3. His dual role demonstrates Qatar’s increasing involvement in shaping the future of motorsport.

The QMMF has been actively investing in developing motorsport infrastructure and talent within Qatar. This includes the construction of the Lusail International Circuit, which has become a regular fixture on the Formula 1 calendar. The country also hosts events in other motorsport disciplines, such as motocross and rallying. This investment aims to position Qatar as a regional hub for racing and attract international events.

In contrast to some nations with long-established motorsport traditions, Qatar’s involvement is relatively recent but rapidly expanding. The country’s financial resources and strategic vision have enabled it to quickly become a significant player in the sport. This has also led to increased opportunities for Qatari nationals to participate in various roles, from officials to drivers.

Meanwhile, the FIA continues to refine its stewarding procedures to enhance transparency and consistency. The organization has implemented initiatives such as standardized training programs and increased communication between stewards. These efforts aim to address concerns about the subjectivity of decisions and ensure fair play. The ongoing development of remote operations centers, utilizing advanced technology, is also expected to improve the efficiency and accuracy of incident reviews.

Looking ahead, Al Hamad’s continued presence as an FIA steward and his role within the Single Seater Commission are expected to further elevate Qatar’s profile in the world of Formula 1. The FIA is scheduled to review its stewarding guidelines following the conclusion of the 2024 season, and any potential changes could impact the responsibilities and procedures for officials like Al Hamad. The long-term impact of Qatar’s investment in motorsport remains to be seen, but it is clear that the country is committed to playing a significant role in the sport’s future.
