Qatar’s Ministry of Commerce and Industry (MoCI) is accelerating digital transformation initiatives to bolster the nation’s business environment and attract both domestic and foreign investment. Recent developments include the launch of 13 new electronic services on the Single Window platform since the beginning of 2025, streamlining procedures for businesses operating within the country. These efforts reflect Qatar’s commitment to a modern, efficient, and globally competitive economy.
The MoCI’s push for digitization is already yielding positive results, with 72,500 transactions processed through the end of the third quarter of last year, 89 percent of which were completed electronically via the Single Window. This increased efficiency has translated into high customer satisfaction, reaching 94 percent, according to ministry data. The initiatives are part of a broader strategy to align with Qatar National Vision 2030 and the Third National Development Strategy.
Enhancing the Business Environment Through Digital Transformation
The ministry reported significant gains in commercial activity. The number of main and branch commercial records increased by 81.5 percent compared to the same period in 2024. Additionally, the proportion of active commercial records rose by 18.1 percent, and active commercial licenses increased by 6.79 percent. These figures suggest a growing confidence in the Qatari market and a more favorable regulatory landscape.
Streamlining Company Establishment
A key achievement has been the reduction of the time required to establish a company to just two days. This dramatic improvement in efficiency is a direct result of the MoCI’s focus on simplifying procedures and leveraging technology. The ministry aims to further reduce this timeline, enhancing Qatar’s competitiveness as a destination for investment and entrepreneurship.
The MoCI is also prioritizing increased compliance with service-level agreements with other government entities, currently at 83 percent. Integrating more entities into the Single Window platform is a key objective, fostering greater government integration and reducing bureaucratic hurdles for businesses. This holistic approach to service delivery is intended to create a more seamless and user-friendly experience.
Alongside digital services, the MoCI has focused on strengthening public-private partnerships. An electronic platform for joint projects was launched last year, and the Public–Private Sector Dialogue Forum was convened to facilitate communication and collaboration. These initiatives aim to leverage the expertise and resources of both sectors to drive economic diversification and growth.
Furthermore, the ministry has intensified efforts to protect consumer rights, conducting over 73,000 inspection operations last year. The issuance period for specialized licenses was reduced to one day, and the number of beneficiaries of the Tamween program increased by 2.61 percent, demonstrating a commitment to social welfare and economic inclusion. These actions support a stable and equitable investment climate.
Qatar is actively investing in its technological infrastructure to embrace emerging technologies and attract investment in the field. This includes supporting initiatives aligned with the Fourth Industrial Revolution. The ministry emphasized that technological transformation and innovation are central to the restructuring of the national economy and the transition toward a digital, efficient, and sustainable future.
The MoCI also launched initiatives focused on enhancing economic diversification, supporting small and medium-sized enterprises (SMEs), and integrating sustainable development practices across various sectors. Protecting intellectual property rights remains a priority, as does improving performance efficiency and the quality of institutional work. These efforts are designed to create a resilient and diversified economy.
Looking ahead, the MoCI plans to continue improving the investor journey and enhancing competitiveness. The ministry aims to further reduce company establishment timelines, increase digital adoption rates, and raise customer satisfaction with its services.
