MSDF strengthens sustainable framework for social protection

Doha, Qatar – The Ministry of Social Development and Family (MSDF) of Qatar significantly advanced its social empowerment initiatives throughout 2025, focusing on a transition from traditional welfare to sustainable, inclusive growth. These efforts, detailed in recent statistics shared by the MSDF, demonstrate the nation’s commitment to bolstering vulnerable populations and fostering economic participation. The initiatives encompass new legislation, digital service enhancements, and targeted support for families and individuals.

The MSDF’s progress in 2025 centers around a strategic shift towards empowering citizens rather than simply providing aid. This includes a focus on women, persons with disabilities, the elderly, and productive families, all within the framework of Qatar National Vision 2030. The ministry’s work aims to create a more resilient and inclusive society, addressing key social issues and promoting economic sustainability.

National Strategy and Legislative Advancements in Social Empowerment

A cornerstone of the MSDF’s 2025 achievements was the launch of the National Strategy 2025–2030, themed “From Care to Empowerment.” This strategy prioritizes support for families and vulnerable groups, emphasizing active involvement in the economy and society. According to the MSDF, the strategy aims to reduce dependency on social assistance and encourage self-sufficiency.

Legislatively, 2025 saw the enactment of Law No. (22) of 2025 concerning the Rights of Persons with Disabilities. This law strengthens protections for civil, social, and economic rights, promoting inclusion in areas like education, employment, and access to digital services. The ministry stated that the law reinforces equal opportunities and accessibility for all citizens.

Expanding Access Through Digital Transformation

The MSDF continued its commitment to digital transformation by introducing the “Yusr” platform. This platform is designed to streamline access to services for persons with disabilities, improving efficiency, transparency, and the overall user experience. The ministry believes this initiative will significantly reduce barriers to accessing essential support.

Additionally, the MSDF expanded existing digital services and explored new technologies to enhance service delivery. This included improvements to online application processes and the development of mobile applications for accessing information and support.

Economic Empowerment and Community Initiatives

Economic empowerment remained a central focus, particularly through support for productive families. A key change implemented in 2025 was the elimination of the 20% deduction from the profits of these families, aiming to increase their income and incentivize entrepreneurship. The MSDF also organized local markets and exhibitions to provide platforms for selling their products.

By the end of 2025, the productive families initiative had supported 708 families, showcasing over 1,000 Qatari-made products and facilitating the launch of 75 new projects. This demonstrates a tangible impact on local economic development and women’s empowerment, as many productive families are led by women.

Alongside economic initiatives, the MSDF conducted extensive awareness campaigns addressing critical social issues. These campaigns covered topics such as preventing violence against women, promoting financial literacy, safeguarding the rights of the elderly, strengthening family cohesion, and ensuring child welfare. These efforts utilized national events, community activities, and educational programs to foster social responsibility.

However, challenges remain in fully implementing these initiatives and ensuring equitable access to services across all segments of the population. The ministry acknowledges the need for ongoing monitoring and evaluation to address any gaps and refine its strategies.

Looking ahead, the MSDF is expected to focus on the full implementation of the National Strategy 2025–2030, with key performance indicators to be assessed in 2026. Further legislative reforms related to family law and child protection are also anticipated. The success of these initiatives will depend on continued collaboration with stakeholders and sustained investment in social development programs, while the long-term impact on Qatar’s social fabric remains to be seen.
