Kuwait continues to demonstrate its commitment to both international law and the well-being of its citizens, as evidenced by recent decisions made by the Council of Ministers. During its weekly meeting, the Cabinet reviewed several crucial initiatives, most notably a comprehensive addiction rehabilitation project and a groundbreaking new accessibility code aimed at enhancing the lives of persons with disabilities. These actions underscore Kuwait’s dedication to social progress, humanitarian principles, and a modernized infrastructure.

Strengthening International Legal Commitments

The Council of Ministers approved a draft decree-law concerning Kuwait’s accession to the Second Protocol to the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict. Deputy Prime Minister and Minister of State for Cabinet Affairs Shareeda Al-Maousherji highlighted the importance of this move in aligning Kuwait’s national legislation with international obligations and reinforcing the country’s stance on safeguarding cultural heritage.

This protocol significantly expands the protections afforded to cultural property, going beyond simply avoiding direct targeting of sites. It establishes enhanced protection for designated cultural assets, restricts actions that could indirectly damage heritage, and reaffirms the concept of cultural heritage as a shared legacy for all humanity. Minister of Justice Nasser Al-Sumait emphasized that this accession showcases Kuwait’s dedication to the humanitarian value of cultural heritage, especially in times of conflict. The decree-law has now been submitted to HH the Amir for final approval.

A New Era for Addiction Treatment in Kuwait

A key focus of the Cabinet’s discussion was the detailed presentation on the addiction rehabilitation center project in Sulaibiya. Presented by Minister of Health Dr. Ahmad Al-Awadhi, the project is a direct implementation of law no. 59 of 2025 on combating narcotics and psychotropic substances.

Integrated Care Model

This new center will represent a pioneering national model in several ways. It’s designed as a fully integrated facility, delivering comprehensive medical and rehabilitation services adhering to the highest professional standards. The center will cater to individuals facing both judicial rulings and those seeking treatment independently, ensuring continuity of care and allowing patients to complete their prescribed treatment plan effectively.

Dr. Al-Awadhi underscored the collaborative spirit behind the project, praising the combined efforts of the Ministries of Health and Interior, alongside the vital support of the Zakat House. This multi-agency approach exemplifies Kuwait’s commitment to addressing substance abuse through a holistic and compassionate strategy. The project represents a significant investment in public health and a proactive step toward tackling a complex social issue.

Enhancing Accessibility for Persons with Disabilities

In a move that promises to profoundly impact the quality of life for Kuwait’s disabled population, the Cabinet reviewed and approved a ministerial decision (no. 696 of 2024) that amends provisions of the 2009 construction regulations. This decision introduces the Kuwait accessibility code, grounded in the principles of universal design.

Universal Design and its Implications

The new accessibility code applies universally to all new buildings and facilities, taking into account their specific usage and function. It incorporates updated construction, design, and implementation standards focusing on public safety, sustainability, and, crucially, comprehensive accessibility. This means everything from ramps and elevators to accessible restrooms and clear signage will be mandated for new constructions.

Minister of Social Affairs, Family and Childhood Affairs, and Chairperson of the Public Authority for Disability Affairs, Dr. Amthal Al-Huwailah, explained how this aligns with both international conventions like the Convention on the Rights of Persons with Disabilities and Kuwait’s broader plans for sustainable urban development. She emphasized the code’s role in fostering social inclusion and ensuring equal opportunities for all citizens. All ministries and public institutions have been instructed to fully integrate this code into all state projects, and to make the relevant documentation publicly available on their websites. The comprehensive nature of this code is expected to streamline the process of creating inclusive environments.

Other Key Decisions

Beyond these headline initiatives, the Cabinet also reviewed messages from other leaders focusing on strengthening bilateral relations, particularly in the areas of political, economic, and developmental cooperation. Minutes from the Supreme Committee for the Investigation of Kuwaiti Nationality, addressing cases of nationality loss and withdrawal, were also approved, in compliance with existing decree-law no. 15 of 1959 and subsequent amendments. Several other agenda items were discussed, with some approved and others referred to relevant committees for further evaluation.

In conclusion, the recent decisions of the Council of Ministers reflect a proactive and forward-thinking approach to governance in Kuwait. The commitment to protecting cultural heritage, investing in addiction rehabilitation services, and championing the rights of persons with disabilities through the new accessibility code solidifies Kuwait’s position as a nation dedicated to both its international obligations and the well-being of its people.
