Italian police arrest suspected Hamas financing ring

Italian authorities have launched a significant operation targeting an alleged terrorist financing network believed to be linked to Hamas. Nine individuals are currently facing precautionary measures, including detention, and assets exceeding eight million euros have been seized. The investigation, coordinated by the Anti-Mafia District Directorate of Genoa, centers on accusations of funneling funds to support Hamas’s activities, including those impacting civilian populations.

The operation, carried out by the State Police and the Guardia di Finanza, began following reports of suspicious financial activity and has uncovered a complex system of international money transfers. Authorities allege the funds were not intended for humanitarian aid, but rather to bolster the group’s military capabilities and provide support to individuals connected to attacks. The investigation highlights the challenges of tracking and disrupting financial crime networks operating across borders.

Alleged Hamas Financing Network Uncovered in Italy

The core of the alleged scheme involves several associations, most notably the Beneficial Association of Solidarity with the Palestinian People (ABSPP) based in Genoa. Mohammad Hannoun is identified as a key figure, accused of managing fundraising efforts and diverting over 71% of donations to Hamas’s military wing. To circumvent international banking regulations, investigators claim the group created new organizational names, such as ‘The Golden Dome’.

The investigation gained momentum after the October 7, 2023 attacks, benefiting from collaborative efforts with law enforcement in the Netherlands and Israel. This cooperation allowed for the monitoring of financial flows and the interception of crucial communications. Evidence suggests funds were directed to prominent Hamas figures, including Osama Alisawi, a former minister in the Hamas government in Gaza.

Supporting Families and Military Training

Beyond direct financial support to leaders, the investigation indicates funds were used to assist the families of individuals involved in suicide attacks. This support is alleged to have provided logistical and ideological continuity to the organization. Authorities believe this demonstrates a deliberate strategy to perpetuate violence and maintain a network of operatives.

Further evidence, obtained through telephone intercepts and seized server analysis, reportedly includes documents detailing the military training of young recruits and the glorification of individuals considered “martyrs.” Photographs allegedly depicting some suspects in combat gear alongside members of the Al Qassam Brigades, Hamas’s military wing, were also discovered, reinforcing claims of direct involvement and coordination.

Balancing Accountability and Humanitarian Concerns

The Italian State Police emphasized that the investigation and its findings do not diminish the importance of addressing the suffering of the Palestinian population following the October 7th attacks. The statement acknowledges the pending judgement by the International Criminal Court regarding potential war crimes committed during the Israeli military operations, noting Italy’s support for the court’s process.

However, the police statement firmly asserts that these circumstances do not justify acts of terrorism carried out by Hamas or affiliated groups. Italian jurisprudence, the statement explains, views terrorist acts as distinct offenses, even within the context of armed conflict, due to their deliberate targeting of civilians. This distinction is crucial under international law, which condemns violence against non-combatants regardless of the broader political situation.

The investigation into this alleged terrorist financing network represents a significant effort to disrupt the flow of funds to Hamas. Authorities will now proceed with the prosecution of the nine suspects, aiming to dismantle the alleged operation and prevent further financial support for the group. The case underscores the ongoing international efforts to combat terrorism and its funding sources, and the importance of cross-border cooperation in these investigations. Further developments, including the outcome of the trial and potential expansion of the investigation to other European countries, will be closely watched.
