RIYADH – Saudi Arabia has called for the Southern Transitional Council (STC) in Yemen to immediately withdraw its forces from the governorates of Hadramout and Al-Mahra. The demand follows unilateral military movements by the STC that Saudi officials say destabilize the region and undermine ongoing peace efforts. This escalation represents a significant challenge to the fragile political landscape in southern Yemen.

The call for withdrawal, issued via the Saudi Press Agency, comes as tensions rise between the STC and other factions within the Yemeni government. These movements occurred without the approval of the Presidential Leadership Council (PLC) or coordination with the Saudi-led coalition, raising concerns about a fractured approach to resolving the ongoing conflict. The situation threatens to complicate Saudi Arabia’s broader strategy for peace in Yemen.

Saudi Arabia Urges STC Withdrawal from Yemen Governorates

Saudi Arabia has consistently prioritized maintaining unity and pursuing peaceful resolutions in Yemen. The recent actions by the STC are viewed as a setback to these efforts, potentially exacerbating existing humanitarian challenges and hindering progress toward a lasting political settlement. The Kingdom has been actively mediating between the involved parties.

According to the Saudi statement, the Kingdom has been working closely with the United Arab Emirates, the President of the PLC, and the Yemeni government to de-escalate the situation. These diplomatic efforts aim to prevent further instability and protect the interests of the Yemeni people.

Background of the Dispute

The dispute centers on control of strategic areas in southern Yemen, particularly Hadramout and Al-Mahra, which are rich in oil and gas resources. The STC, advocating for self-governance for southern Yemen, launched a major offensive in Hadramout in early December, displacing forces aligned with the Hadhramout Tribal Alliance (HTA) and the government. This move was seen by many as a power grab.

The HTA, a coalition of local tribes, had previously been responsible for security in Hadramout, working alongside the Yemeni army and forces loyal to the STC. The STC’s takeover has raised fears of renewed clashes and a further fragmentation of control in the south.

A joint Saudi-UAE military team was dispatched to Aden to facilitate the withdrawal of STC forces and the handover of security responsibilities to the Nation Shield Forces and local authorities. This process, the statement indicated, is intended to be orderly and supervised by coalition forces. However, the unilateral nature of the initial movements complicates the implementation of these arrangements.

The Kingdom emphasized that the southern cause is legitimate, rooted in historical and social factors, but must be pursued through dialogue within a comprehensive political solution for Yemen. Saudi Arabia believes a lasting resolution requires the inclusion of all Yemeni parties.

Saudi Arabia reaffirmed its unwavering support for the President, the PLC, and the Yemeni government in their efforts to achieve security, stability, and development throughout the Republic of Yemen. This support includes financial aid, diplomatic assistance, and military cooperation.

Meanwhile, a Saudi delegation led by Maj. Gen. Mohammed Al-Qahtani recently visited Aden to engage in talks with STC leaders and other stakeholders. The delegation aimed to calm tensions and encourage a return to the negotiating table. The visit underscores the Kingdom’s commitment to preventing a further deterioration of the security situation.

The current unrest in Hadramout is impacting the local population, disrupting essential services, and hindering economic activity. The displacement of communities due to the fighting has created a humanitarian crisis, requiring urgent assistance. The situation also raises concerns about the potential for increased activity by extremist groups in the region, a secondary concern for the coalition.

In contrast to the STC’s unilateral actions, Saudi Arabia has consistently advocated for a coordinated approach to security and governance in Yemen. The Kingdom believes that a unified front is essential to counter common threats and achieve lasting peace. This stance is reflected in its ongoing efforts to mediate between the various factions.

The stability of Yemen is crucial for regional security, particularly given its strategic location along vital shipping lanes. The ongoing conflict has had a devastating impact on the country’s infrastructure and economy, creating a complex humanitarian crisis. The international community continues to monitor the situation closely.

Looking ahead, the success of the Saudi-UAE mediation efforts hinges on the STC’s willingness to comply with the call for withdrawal. The next few days will be critical in determining whether the situation can be de-escalated peacefully or if further clashes are inevitable. Observers will be watching for concrete steps toward the implementation of the agreed-upon arrangements and the restoration of security in Hadramout and Al-Mahra. The PLC’s response and ability to assert authority will also be a key factor in the coming weeks.
