The Saudi Council of Ministers has expressed support for the lifting of sanctions on Syria and highlighted several key domestic and international initiatives, including a high-speed rail link with Qatar and advancements in digital government and artificial intelligence. The cabinet meeting, presided over by King Salman in Riyadh on Tuesday, signaled a continued focus on regional stability, economic diversification, and international cooperation. This comes as Saudi Arabia continues to navigate a complex geopolitical landscape and pursue its Vision 2030 goals. The Saudi government formally welcomed the United States’ decision to remove sanctions previously imposed on Syria. According to a statement released by the Ministry of Media, the cabinet praised the role of US President Donald Trump in facilitating this change, noting it followed discussions during his visit to Saudi Arabia and the subsequent repeal of the Caesar Act. This move is seen as a potential step towards de-escalation and a renewed diplomatic approach to the Syrian conflict, though its long-term impact remains to be seen.

Strengthening Regional Ties and Infrastructure

Beyond Syria, the Council of Ministers emphasized the importance of strengthening ties with neighboring countries. A high-speed electric train project connecting Saudi Arabia and Qatar received particular commendation. The project is expected to significantly enhance transportation infrastructure, boost tourism, and stimulate economic activity across the region.

The railway is anticipated to become a cornerstone of regional development, fostering greater integration and connectivity within the Gulf Cooperation Council (GCC). This initiative aligns with Saudi Arabia’s broader efforts to promote economic cooperation and infrastructure development throughout the Middle East. The Ministry of Transport and Logistic Services is leading the effort, with details on timelines and financing expected in the coming months.

The cabinet also reviewed the outcomes of recent coordination meetings with Bahrain and Qatar, reaffirming a commitment to expanding collaboration across various sectors, particularly in development initiatives. These meetings resulted in the signing of several agreements and memoranda of understanding, signaling a deepening of strategic partnerships.

Progress on Vision 2030 and Digital Transformation

Domestically, the Council of Ministers highlighted significant progress in implementing Saudi Arabia’s Vision 2030, a comprehensive plan for economic and social reform. Notably, the Kingdom has achieved a high ranking in digital government and artificial intelligence.

Digital Government and AI Leadership

Saudi Arabia ranked second globally in Digital Government, according to the 2025 World Bank Group GovTech Maturity Index. This achievement is attributed to an integrated government ecosystem, advanced digital infrastructure, and the delivery of high-quality electronic services. Furthermore, the Kingdom secured fifth place worldwide and first in the Arab world in the growth of the artificial intelligence sector, as reported in the Global AI Index. This demonstrates the nation’s commitment to innovation and technological advancement.

The inclusion of Riyadh, AlUla, and Riyadh Al-Khabra in the UNESCO Global Network of Learning Cities was also lauded, underscoring Saudi Arabia’s dedication to providing sustainable learning opportunities and enhancing its global educational standing. This initiative supports the development of a knowledge-based economy, a key pillar of Vision 2030.

International Agreements and Cooperation

The cabinet approved several international agreements and memoranda of understanding, demonstrating Saudi Arabia’s active engagement in global affairs. These included agreements with Uzbekistan on the extradition of wanted persons, and Spain on establishing a strategic partnership council. Additionally, agreements were reached with Japan regarding legal and judicial cooperation, and with Hong Kong on customs matters.

Further agreements were authorized concerning cooperation in green and digital shipping with Singapore, and designating the Saudi Food and Drug Authority as a reference center for the Food and Agriculture Organization of the United Nations (FAO) on antimicrobial resistance. The General Court of Audit (GCA) also secured agreements with North Macedonia and Belarus to enhance cooperation in accounting, auditing, and professional work.

The Saudi Council of Ministers’ recent session underscores the Kingdom’s multifaceted approach to both domestic development and international relations. The focus on infrastructure projects, digital transformation, and strategic partnerships suggests a continued commitment to Vision 2030.
