Doha, Qatar – World leaders meeting at the Conference of the States Parties to the UN Convention against Corruption (COSP11) have emphasized the crucial role of artificial intelligence (AI) and digital technologies in combating global corruption. The conference concluded with the adoption of the Doha Declaration 2025, a framework for international cooperation focused on leveraging technology to address increasingly sophisticated corrupt practices. This declaration signals a shift towards proactive, tech-driven solutions in the ongoing fight against illicit financial flows and abuse of power.
The COSP11, held in Doha, Qatar, from November 6-10, 2023, brought together representatives from over 150 countries to discuss and refine strategies for preventing and punishing corruption. The adoption of the Doha Declaration represents a consensus on the need to adapt to new challenges posed by digital advancements, which are simultaneously enabling corruption and offering tools to counter it. According to the United Nations Office on Drugs and Crime (UNODC), the declaration aims to build a more resilient and transparent future.
The Rise of AI in Anti-Corruption Efforts
The declaration specifically highlights the potential of artificial intelligence to enhance the accuracy, efficiency, and objectivity of corruption risk assessment. Traditional methods of detecting corruption often rely on manual analysis and whistleblowers, which can be slow and prone to bias.
