NIC Chief: Absher platform demonstrates integration of data, AI in serving people

RIYADH – Saudi Arabia’s Absher platform is being lauded as a model for effective data and artificial intelligence (AI) integration in public service, according to officials speaking at the Absher Conference 2025 in Riyadh on Thursday. Dr. Esam Alwagait, director of the National Information Center (NIC) at the Saudi Data and Artificial Intelligence Authority (SDAIA), highlighted the platform’s role in the Kingdom’s ongoing digital transformation. This progress is a key component of the Saudi Vision 2030 plan, aiming to diversify the economy and improve the quality of life for citizens.

The conference showcased the platform’s success as the Kingdom continues to invest heavily in digital infrastructure and collaborative partnerships. Dr. Alwagait emphasized that these efforts are resulting in significant improvements in the efficiency and quality of government services offered to the public. The event brought together government officials, technology experts, and industry leaders to discuss the future of digital governance in Saudi Arabia.

Absher Platform Leads Saudi Arabia’s Digital Transformation

The Absher platform, initially designed for residency permit services, has evolved into a comprehensive digital portal offering a wide range of government services to citizens and residents. This includes services from the Ministry of Interior, the General Directorate of Passports, and other key government entities. Its success is directly linked to the Kingdom’s broader strategy of embracing technology to streamline bureaucratic processes and enhance accessibility.

According to the Digital Government Authority’s Digital Transformation Index 2025, the Kingdom achieved an 88.30 percent compliance rate and a digital experience maturity score exceeding 86 percent. The Absher platform was ranked first on this index, demonstrating its leading role in delivering high-quality digital services. This ranking signifies a substantial advancement in the user experience and overall effectiveness of government online offerings.

International Recognition of Saudi Arabia’s Digital Advancement

Saudi Arabia’s commitment to digital transformation is also gaining international recognition. The Kingdom rose 25 places in the United Nations E-Government Development Index 2024 (EGDI), a notable improvement in its global standing. This increase reflects the impact of investments in digital infrastructure and the adoption of innovative technologies.

Furthermore, the country maintained its first-place regional position in the Government Electronic and Mobile Services (GEMS) Maturity Index 2024 for the Middle East and North Africa for the third consecutive year. The GEMS index assesses the sophistication and user-friendliness of government digital services, with Saudi Arabia consistently scoring highly. This sustained success is attributed to a focus on citizen-centric design and continuous improvement.

The integration of AI within the Absher platform is a key driver of its efficiency. AI-powered chatbots and automated processes are handling a growing volume of inquiries and transactions, freeing up human resources to focus on more complex tasks. This application of AI is not limited to customer service; it also extends to areas like fraud detection and data analysis.

However, the expansion of digital services also raises important considerations regarding data privacy and cybersecurity. The SDAIA and other relevant authorities are actively working to address these challenges through the implementation of robust security measures and the development of comprehensive data protection regulations. These efforts are crucial to maintaining public trust in digital government platforms.

The development of Absher and other digital initiatives aligns with Saudi Vision 2030’s broader goals of economic diversification and improved public services. The Kingdom is actively seeking to reduce its reliance on oil revenue and foster a knowledge-based economy. Digital transformation is seen as a critical enabler of this vision, creating new opportunities for innovation and growth.

The focus on digital government is also impacting other sectors of the Saudi economy. The demand for skilled IT professionals is increasing, and the government is investing in education and training programs to meet this need. Additionally, the adoption of digital technologies is driving efficiency gains across various industries, contributing to overall economic productivity. The growth of the digital economy is a key component of the Kingdom’s long-term economic strategy.

Looking ahead, the SDAIA is expected to continue expanding the functionality of the Absher platform and integrating new technologies, including advanced analytics and machine learning. The authority is also likely to focus on enhancing the platform’s security features and ensuring compliance with evolving data privacy regulations. Further improvements to the user experience and accessibility are also anticipated. The next phase of development will likely focus on predictive services and personalized citizen experiences.

While the Kingdom has made significant strides in digital transformation, challenges remain. Ensuring equitable access to digital services for all citizens, particularly those in remote areas, is an ongoing priority. Additionally, maintaining the pace of innovation and adapting to emerging technologies will be crucial for sustaining the Kingdom’s digital leadership. The success of these initiatives will depend on continued investment, effective collaboration, and a commitment to citizen-centric design.
