Oman is taking significant steps to enhance its public service delivery through a focused initiative on its Sanad Service Centres. A dedicated lab, organized by the Ministry of Commerce, Industry, and Investment Promotion in collaboration with the Oman Vision 2040 Implementation Follow-up Unit, commenced on Sunday and will run until December 25th. This crucial undertaking aims to create a robust developmental roadmap for these vital centers, ensuring they continue to meet the evolving needs of citizens and contribute to the nation’s economic growth.

The Sanad Service Centres Lab: A Roadmap for the Future

The launch of this lab signifies a pivotal moment in the evolution of the Sanad Service Centres, over two decades after their initial establishment. Recognizing the substantial growth of the network – now exceeding 920 centers across Oman – the Ministry understands the necessity for a modernized operating model. This isn’t simply about maintaining the status quo; it’s about proactively improving service quality, streamlining processes, and fostering a sustainable future for these essential community hubs.

Addressing the Growing Demand for Government Services

The demand for services offered through the Sanad Service Centres has been steadily increasing. Recent statistics reveal a remarkable volume of transactions, with over 813,000 electronic services and transactions completed between January and October 2025. A significant portion of this activity – more than 523,000 services – was processed through the centers’ electronic portal, demonstrating a successful shift towards digital accessibility. Furthermore, over 290,000 services were completed via the “Oman Business” platform, highlighting the centers’ role in supporting the commercial sector.

Boosting Employment and Economic Opportunities

Beyond service delivery, the Sanad Service Centres have become a significant engine for job creation, particularly for Omani youth. Currently, these centers provide over 2,350 employment opportunities. The lab’s focus on developing sustainable business models directly supports the continued expansion of these opportunities. This includes exploring wage-support programs and implementing performance-linked incentives to attract and retain skilled Omani professionals within the sector.

Investing in Human Capital

A key component of the developmental roadmap is a commitment to enhancing the skills and qualifications of the workforce within the Sanad Service Centres. The lab will explore strategies for continuous professional development, ensuring employees are equipped to handle increasingly complex transactions and provide exceptional customer service. This investment in human capital is crucial for maintaining high service standards and adapting to future technological advancements.

Standardizing Services and Enhancing Digital Integration

One of the core objectives of the lab is to standardize procedures and service delivery standards across all Sanad Service Centres. This will ensure a consistent and reliable experience for all citizens, regardless of their location. Furthermore, the initiative aims to fully integrate the centers with the unified government portal, creating a seamless and interconnected digital ecosystem. This integration will simplify access to services and reduce bureaucratic hurdles.

Introducing a Quality Assurance Framework

To further drive improvements in service quality, the lab will develop a comprehensive classification and star rating system for the Sanad Service Centres. This transparent framework will allow citizens to easily identify centers that consistently deliver exceptional service. It will also provide a benchmark for centers to strive for, fostering a culture of continuous improvement and healthy competition. This focus on quality assurance is a vital step in building public trust and confidence in government services.

Supporting Oman Vision 2040 and National Digital Transformation

This initiative is deeply aligned with the goals of Oman Vision 2040, the Sultanate’s long-term strategic plan for economic and social development. The Ministry emphasized that the lab embodies its commitment to innovative and sustainable business models that not only enhance employment but also upgrade service levels and actively support national digital transformation. By modernizing the Sanad Service Centres, Oman is laying the foundation for a more efficient, accessible, and citizen-centric government.

The success of this lab will have a positive ripple effect throughout the community and the national economy. Improved service delivery will save citizens time and money, while a more skilled and motivated workforce will contribute to increased productivity and innovation. The focus on digital integration will further accelerate Oman’s journey towards a knowledge-based economy. The Ministry’s dedication to the Sanad Service Centres demonstrates a clear understanding of their importance in achieving the ambitious goals of Oman Vision 2040. Stay tuned for further updates on the lab’s progress and the exciting new initiatives it will bring forth. We encourage stakeholders and citizens to follow the developments and contribute to shaping the future of these vital service centers.
