The Sultanate of Oman is poised to significantly elevate its international humanitarian capabilities. The Omani Search and Rescue Team, operating under the Civil Defence and Ambulance Authority (CDAA), recently announced its readiness to achieve “Heavy Level Classification” from the United Nations’ International Search and Rescue Advisory Group (INSARAG). This prestigious recognition represents the highest global standard for search and rescue operations, signifying a major milestone for the nation’s emergency response infrastructure.

Oman’s Search and Rescue Team Pursues Highest UN Classification

This ambitious undertaking was formally revealed at a press conference held under the patronage of Mohammed bin Said Al Balushi, Undersecretary of the Ministry of Information. Brigadier Eng. Ali bin Saif Al Muqbali, Deputy Chairman of the CDAA, detailed the comprehensive preparation plan the team has been diligently executing. The plan focuses on rigorous training, enhanced equipment, and refined operational procedures – all crucial components for attaining the coveted INSARAG Heavy Classification.

A Collaborative Training Approach

A key aspect of this preparation has been a strategic partnership with the Singapore Civil Defence Academy. This collaboration has facilitated advanced training programs specifically designed to meet the stringent criteria set by INSARAG. The training isn’t just about physical skills; it’s a holistic approach encompassing the latest techniques in disaster response and a deep understanding of international protocols.

The focus extends beyond personnel. The CDAA is also investing in improving its emergency medical services and ensuring that its equipment and essential supplies are state-of-the-art and fully aligned with the requirements of a Heavy Classification team. This includes specialized tools for locating and extricating individuals trapped in collapsed structures.

Rigorous Testing and International Assessment

The path to Heavy Classification isn’t simply about claiming readiness; it requires demonstrable proof. The Omani Search and Rescue Team will face a series of demanding tests, meticulously designed by international assessors. These evaluations will assess the team’s competency in administrative functions, technical expertise, and, crucially, real-world field performance.

These field tests will simulate the chaotic environment of a disaster zone, focusing on critical skills like rapid incident site assessment, efficient victim triage, and the complex procedures involved in “Search Under Rubble” operations. This practical element is vital to prove the team’s operational readiness.

Global Scrutiny & Expected Timeline

A team of assessors representing 12 different countries, all selected by the United Nations, will be overseeing the evaluation process. This demonstrates the importance and gravity of the assessment. Their role is to impartially and comprehensively review Omani team’s performance, determining whether it meets the unrelenting standards demanded by INSARAG.

The official announcement regarding the team’s success or further requirements is scheduled for December 10, 2025. This event is expected to be attended by high-ranking officials, security leaders, and delegations from across the Gulf Cooperation Council (GCC), underscoring the regional significance of Oman’s achievement.

Building on a Foundation of Experience

The pursuit of the INSARAG Heavy Classification is a natural progression for the Omani Search and Rescue Team. Established as a specialized force to handle complex emergencies within the Sultanate, the team has consistently demonstrated its commitment to excellence. Their dedication has been honed through numerous local operations and impactful international deployments.

Notably, the Omani team has provided crucial assistance during major international disasters, including the devastating earthquakes in Nepal and Türkiye. These experiences, although emotionally challenging, were invaluable learning opportunities.
