The executive regulations of the Law of the Protection of Public Facilities in Saudi Arabia outline strict penalties for individuals or groups who intentionally damage, block, or obstruct public roads or flood drainage passages. If the violation is committed by a group, they will jointly bear the penalty, and the perpetrators will be referred to the court. Failure to pay will result in collection of the fines in accordance with the State Revenue Law.

Individuals who encroach on roads or flood drainage channels for illegal benefit or create cuts in them may face fines equivalent to the costs of removing the encroachment and restoring the situation. Those who flood roads with petroleum materials, drop dirt or stones on them, or disrupt their function may be fined up to SR3000. Anyone who tampers with water or electricity meters or damages railways or public roads may also face fines of up to SR3000.
