What is included in Sweden’s revised Cold War-era emergency advice booklet?

With the ongoing conflict in Ukraine and concerns about Russia’s actions in the Baltic Sea region, Sweden is updating a Cold War-era emergency advice booklet to reflect the current security situation. The new version, titled “If Crisis or War Comes,” includes lessons learned from Russia’s invasion of Ukraine and advice on how to respond to nuclear attacks. Swedish Civil Defence Minister Carl-Oskar Bohlin highlighted the increased military threat against Sweden since 2018, including cyberattacks, influence attacks, sabotage, and the country’s formal entrance into NATO earlier this year.

The 31-page booklet covers a range of potential threats, including cyber and terror attacks, pandemics, environmental hazards, and conventional warfare. It also provides practical advice on self-defence, psychological defence, digital security, and how to respond during an air raid. One new addition is guidance on how to stop a bleeding wound, with specific instructions for responding to nuclear, chemical, or biological attacks. The booklet emphasizes the importance of finding shelter for protection and notes that radiation levels decrease significantly after a few days.

Originally issued during World War II, the advice booklet was reissued in 2018 to address Stockholm’s concerns about the deteriorating security situation in the region. The updated version aims to equip households with the knowledge needed to act quickly in a crisis situation. Over 5 million copies of the booklet will be distributed to households via mail between 18 November and 29 November, with digital versions also available for easy access.

The decision to update the emergency advice booklet comes as Sweden grapples with increasing military threats and tensions in the Baltic Sea region. The country’s formal entrance into NATO earlier this year marked a significant shift from decades of post-World War II neutrality and centuries of broader non-alignment. The updated booklet reflects the evolving security policy reality and the need for households to be prepared for a range of potential threats.

In light of the complex and evolving security landscape, the advice booklet serves as a valuable resource for Swedish households to better prepare for emergencies and crisis situations. By providing practical guidance on a variety of threats and emergencies, the booklet aims to empower individuals to take swift and effective action when faced with adversity. As the security situation continues to evolve, staying informed and prepared is essential for ensuring the safety and well-being of communities across Sweden.
