The State of Qatar recently participated in the 14th Ministerial Meeting of the Global Counterterrorism Forum (GCTF) during the United Nations General Assembly in New York. Led by HE Dr. Mohammed bin Abdulaziz bin Saleh Al Khulaifi, the Minister of State at the Ministry of Foreign Affairs, Qatar’s delegation highlighted the forum’s role in addressing challenges posed by terrorism and violent extremism. Dr. Al Khulaifi praised the forum’s progress in developing framework documents and guidelines to enhance national capacities in counterterrorism efforts.
Dr. Al Khulaifi emphasized the importance of international coordination in combating terrorism, calling for alignment with the United Nations Global Counter-Terrorism Strategy. He also commended the efforts of forum members in emerging areas of concern and Qatar’s role in managing the Global Community Engagement and Resilience Fund (GCERF). Noting Qatar’s financial contributions to the fund, he stressed the need for a comprehensive approach to eradicating terrorism, including security efforts and cooperation with organizations like the Global Coalition to Defeat ISIS.
The Minister highlighted the evolving nature of the terrorist threat, particularly in Africa, where some of the most lethal terrorist groups are increasingly active. He urged for efforts to address the root causes of terrorism, including conflicts and instability. Qatar reaffirmed its commitment to supporting African countries in addressing key challenges, emphasizing initiatives aimed at promoting peace, stability, and conflict resolution. Qatari organizations such as Education Above All and Silatech focus on supporting education, employment, and improved living conditions in Africa.
Dr. Al Khulaifi emphasized the importance of multilateral cooperation in responding to complex challenges in Africa. Qatar’s participation in high-level African meetings on counterterrorism and support for the UN Office of Counter-Terrorism’s global programs demonstrate its commitment to enhancing the counterterrorism capabilities of African countries. Qatar also supports the UN joint call for counterterrorism efforts in Africa and actively condemns all acts of terrorism, regardless of motives or perpetrators.
