Shura Council Committee discusses legislation for timeshare regulation and healthcare sector reforms.

The Services Committee of the Shura Council in Bahrain recently discussed two important legislative proposals that could impact the country’s tourism and healthcare sectors. The first proposal focused on a draft law regulating timeshare in accommodation units. The aim of this legislation is to establish clear legal frameworks that protect the rights of all parties involved in timeshare transactions and define their obligations. By creating a transparent and secure environment, the intention is to attract more investment in tourism and real estate. The focus of the draft law is on contractual freedom and flexibility in agreements between parties, making timeshare activities more appealing to investors. Additionally, the proposed law seeks to enhance consumer confidence by promoting transparency and accountability in dealings with timeshare companies.

In addition to the timeshare law, the committee also discussed a proposed amendment to the law governing private healthcare institutions. This amendment aims to bring Decree Law No. (21) of 2015 in line with current healthcare regulations and clearly define the roles and responsibilities of key healthcare bodies in Bahrain. The amendment aims to protect the rights of licensed Bahrainis by allowing them to establish private health institutions, such as clinics or alternative medicine centers. While the general rule limits the establishment of these institutions to licensed Bahrainis practicing specific health professions, the proposed amendment allows for flexibility in certain cases, such as the establishment of hospitals by different entities. The committee reviewed the Ministry of Health’s input on the proposed amendment during the meeting.

The committee took into account reports from the House of Representatives, feedback from relevant stakeholders, and insights from the Shura Council’s Legislative and Legal Affairs Committee when discussing the legislative proposals. They also conducted comparative studies of similar legislation in other countries to ensure that Bahrain’s laws are in line with international best practices. To gather additional feedback and recommendations, the committee decided to invite relevant stakeholders to share their observations on the draft law regulating timeshare in accommodation units. This inclusive approach is aimed at creating laws that not only benefit investors and businesses but also protect the rights and interests of consumers and residents in Bahrain.

The proposed amendment to the law governing private healthcare institutions also underscores the importance of adapting regulations to meet the evolving needs of the healthcare sector. By clearly defining the roles of the National Health Regulatory Authority and the Supreme Health Council, the amendment seeks to improve the oversight and governance of private healthcare institutions in Bahrain. This is crucial for ensuring that healthcare services meet high standards of quality and safety, and that patients receive the best possible care. The proposed amendment also aims to support the development of a robust and competitive healthcare sector that can cater to the diverse needs of Bahrain’s population.

Overall, the discussions held by the Services Committee of the Shura Council highlight the government’s commitment to enhancing regulatory frameworks in key sectors such as tourism and healthcare. By introducing legislation that promotes transparency, accountability, and investment, Bahrain aims to create an environment that is conducive to economic growth and prosperity. The careful consideration of stakeholder input and international best practices demonstrates a thoughtful and strategic approach to lawmaking that prioritizes the interests of both businesses and consumers. As Bahrain continues to evolve and modernize, these legislative efforts play a crucial role in shaping a sustainable and thriving economy that benefits all stakeholders.
