Russian authorities recently seized 500 crypto mining rigs in Irkutsk, causing over $2.3 million in damage. The Investigative Committee of the Russian Federation for the Irkutsk Region found the equipment in properties belonging to dacha and summer cottage residents. The miners used power from electrical networks supplying citizens of the Irkutsk Oblast and paid for electricity consumption at a preferential rate for households. Historically, Russian authorities targeted miners stealing power, but recent pressure on power grids has caused a shift in focus to legal mining practices.

Irkutsk, a Bitcoin mining hotspot in Siberia, has attracted miners due to its low electricity rates and cold winters that reduce cooling costs. President Vladimir Putin has suggested that regions like Irkutsk could ban crypto mining in certain areas to alleviate pressure on power grids. He also indicated that crypto mining accounts for 1.5% of the nation’s total electricity usage and called for expedited crypto regulations. Experts believe that most miners in Irkutsk operate illegally, using residential rate contracts for power grid connection.

The Irkutsk Oblast has become the ‘capital’ of Russia’s crypto mining sector, attracting industrial players who pay a higher industrial rate for energy but do not currently pay taxes on their earnings. However, most miners in the region operate illegally, installing equipment in various residential locations and paying for energy consumption at lower residential rates. Government incentives have included proposals to allow electricity firms to track down and fine private miners, further emphasizing the need for legalizing the sector.

Industrial players in the Russian crypto mining sector believe that legalizing the industry will allow them to contribute to the domestic economy. Approximately 90% of Russian miners focus on Bitcoin mining, with a smaller number mining altcoins like Litecoin. The recent crackdown on illegal mining activities in Irkutsk highlights the need for clearer regulations in the crypto mining sector to ensure compliance and fair practices. The government’s efforts to address the challenges faced by the mining industry, such as pressure on power grids and unauthorized mining activities, underscore the importance of establishing a legal framework for crypto mining in Russia.
