The State Audit Institution (SAI) in Oman has demonstrated its dedication to transparency and accountability by addressing 951 cases of financial and administrative irregularities in its comprehensive annual report for 2023. The report, submitted to His Majesty Sultan Haitham bin Tarik, highlighted the SAI’s audit activities across various government units, authorities, investments, and companies as per the 2023 annual audit plan. The institution executed 187 audit tasks, resulting in 185 detailed audit reports that were shared with relevant entities for corrective measures and compliance with recommendations. Some irregularities with potential criminal implications were referred to the Public Prosecution department for further action.

The annual report covered a wide range of topics within government units, including the State’s final account, tax assessment and collection, financial and administrative activities, and performance evaluations of certain directorates. Additionally, it audited sectors such as commerce, economy, tourism, housing, labour, health, and education, along with some governor’s offices. For authorities, investments, and companies, the report scrutinized sectors like energy, minerals, aviation, environment, electricity, water, food security, and other critical areas. The findings, including observations and recommendations, were effectively communicated to the respective entities.

In 2023, the SAI addressed 951 complaints and reports on financial and administrative misconduct, improper tender processes, and abuse of power, which were received through various communication channels. The institution thoroughly examined 87% of these complaints. The collaborative efforts of the SAI with other state entities have significantly strengthened the commitment to safeguarding public funds and preserving the State’s resources, reflecting a robust system of accountability and governance. The comprehensive report was also submitted to the Council of Ministers and the Council of Oman in compliance with the Basic Law of the State and the State Audit Law.

Sheikh Ghuson bin Hilal Al Alawi, Chairman of the SAI, submitted the detailed report for 2023 to His Majesty Sultan Haitham bin Tarik, emphasizing the institution’s dedication to transparency and accountability. The SAI’s proactive approach towards addressing financial and administrative irregularities showcases its commitment to upholding accountability and transparency in Oman. The institution’s collaboration with relevant entities and its diligent examination of complaints and reports reflect its strong commitment to safeguarding public funds and preserving the State’s resources. The comprehensive annual report for 2023 demonstrates the SAI’s efforts to hold government units, authorities, investments, and companies accountable for their financial and administrative activities.
