State Council and Shura Council convene to address controversial clauses in proposed legislation

The State Council and the Shura Council recently held a joint session to address reports filed by their committees regarding disputed articles in draft bills related to the “Bank Deposits Protection Law,” “The Law Regulating Trade in Wildlife,” and “The Media Law.” This joint session was in accordance with Article (49) of the Law of the Council of Oman. Sheikh Abdulmalik Abdullah Al Khalili, Chairman of the State Council, highlighted the importance of this session in furthering the legislative process in Oman.

During the session, the Joint Committee, which consists of members from both councils, successfully resolved disputes concerning the draft bill of the “Bank Deposits Protection Law.” They reached full consensus with 11 articles passed without objection from either council. Additionally, the members of both councils overwhelmingly supported the opinion of the Joint Committee regarding the “Law Regulating Trade in Wildlife,” voting in favor by 90 percent. The areas of dispute in the draft bill of “The Media Law” were also resolved, with both sides reaching a unanimous consensus in favor of the Joint Committee’s opinion.

Khalid Ahmed Al Saadi, Secretary-General of the State Council, provided further details on the outcomes of the joint session, emphasizing the collaborative efforts of the two councils in resolving disputes and advancing the legislative agenda. The positive results achieved in reaching consensus on various draft bills demonstrate the commitment of both councils to upholding the rule of law and promoting effective governance in Oman. The successful resolution of disputes reflects the dedication of council members to conducting thorough deliberations and making informed decisions for the benefit of the country.

Sheikh Ahmed Mohammed Al Nadabi, Secretary-General of the Shura Council, echoed the sentiment of cooperation and consensus-building during the joint session. He highlighted the extensive discussions and voting process undertaken by council members to address the articles of dispute in the draft bills. The high level of support for the opinions put forth by the Joint Committee underscores the commitment of both councils to working together towards legislative solutions that benefit the citizens of Oman. The collaborative efforts of the State Council and the Shura Council exemplify the spirit of unity and cooperation in advancing the goals of governance and rule of law.
