Customs progressing towards digitisation through electronic archiving

The Customs Department in Doha, Qatar has been focusing on digitization and implementing a comprehensive paperless system. Eman Mekdad, Senior Information Systems expert at General Authority of Customs, highlighted the completed projects and future plans in a recent Customs newsletter. The aim is to align the department’s institutional structure with best practices to efficiently achieve organizational goals. Projects completed in 2021 include the Strategic Digitisation Project, Nadeeb Document Preservation Project, and Enterprise Architecture Project. The upcoming Audit Management Program project will further enhance customs operations.

One of the main objectives of the Strategic Digitisation Project is to achieve a ‘Paperless Customs’ system by electronically archiving all documents. This will allow for easy access to electronic versions of documents and ensure that paper documents are stored according to international standards to prevent damage. The Internal Audit Management Programme aims to introduce a paperless system that will streamline internal audit processes and provide auditors with the tools they need to improve efficiency and promote continuous improvement within the organization.

The Nadeeb Document Preservation Project was implemented to preserve documents uploaded to the Nadeeb system for easy retrieval and later use for audit purposes. Despite facing challenges due to the involvement of multiple parties in the linking process, the project was successfully completed in the second quarter of 2023. The project is part of the overall effort to promote digital transformation, improve efficiency, save time in document retrieval, and ensure the security of scanned documents.

By completing these projects, the Customs Department in Qatar is taking significant steps towards modernizing its operations and moving towards a more efficient and secure paperless system. The digitization efforts will not only improve internal processes and access to information but also contribute to the overall goal of enhancing organizational effectiveness through technology and innovation. With ongoing projects like the Audit Management Program, the department is poised to further improve its capabilities and services to meet the changing demands of the customs sector in the digital age.
