The Communications Regulatory Authority (CRA) in Doha has recently announced a public consultation on its Reference Offer for Access to Submarine Cable Landing Station (ROA for SCLS) international connectivity services. This Reference Offer is the result of a comprehensive market assessment conducted by CRA on access to international connectivity through Submarine Cable Landing Stations. The main purpose of this consultation is to gather feedback and opinions from stakeholders and interested parties regarding the proposed Reference Offer. Once adopted, this offer will be mandated for all licensed owners of SCLSs providing access to international connectivity services in Qatar.

The SCLS Reference Offer is designed to ensure open access to international connectivity services, in line with Qatar’s ambition to become a key player in the global digital technology arena both regionally and globally. This initiative by CRA is in alignment with the national strategic goals outlined in Qatar National Vision 2030, the Third Qatar National Development Strategy, and Qatar Digital Agenda 2030. These strategies focus on promoting sustainable economic growth, supporting the private sector, developing a knowledge-based digital economy, and fostering innovation and entrepreneurship. It is essential for stakeholders and interested parties to actively participate in this consultation by submitting their views and comments via email to [email protected] by June 30, 2024.

The importance of open access to international connectivity services cannot be overstated in today’s globalized digital economy. By facilitating such access, Qatar is positioning itself as a hub for digital technology and innovation, thereby enhancing its competitiveness on the international stage. This initiative by CRA not only benefits the country’s economic growth but also supports the development of a diverse and competitive knowledge-based digital economy. By encouraging collaboration and innovation in the telecommunications sector, Qatar is paving the way for future growth and prosperity.

The public consultation on the SCLS Reference Offer underscores the commitment of CRA to engage with stakeholders and interested parties in shaping the regulatory framework for international connectivity services in Qatar. By seeking feedback and input from a wide range of stakeholders, CRA aims to ensure that the Reference Offer is comprehensive and effective in promoting open access to international connectivity services. This collaborative approach reflects the agency’s dedication to fostering a transparent and inclusive regulatory environment that supports the growth of the digital economy in Qatar.

As Qatar continues to pursue its national strategic goals outlined in various policy frameworks, the development of a robust regulatory framework for international connectivity services is crucial. The success of the country’s digital economy hinges on the availability of reliable and affordable international connectivity services, which are essential for businesses to thrive in the global marketplace. By inviting stakeholders and interested parties to participate in the public consultation on the SCLS Reference Offer, CRA is demonstrating its commitment to ensuring that Qatar remains at the forefront of digital innovation and technology in the region and beyond.

In conclusion, the public consultation on the Reference Offer for Access to Submarine Cable Landing Station international connectivity services represents a significant step towards promoting open access and fostering innovation in Qatar’s digital economy. By engaging with stakeholders and interested parties, CRA is seeking to create a regulatory framework that supports sustainable economic growth, encourages entrepreneurship, and enhances Qatar’s position as a digital technology hub. It is essential for all stakeholders to actively participate in this consultation process to ensure that the regulatory framework effectively meets the needs of the digital economy and supports Qatar’s long-term development goals.
